*** This meeting was held in the council chambers, started at 7:12 p.m., with virtual participation via  
ZOOM and CMVNY Facebook. The meeting was not closed to the public however, the maximum  
number of in-person occupant was limited ***

CALL TO ORDER / PLEDGE OF ALLEGIANCE

Council President Danielle Browne called the meeting to order and provided general house-keeping  
rules, including encouraging citizens to share the meeting on social media and what to do “in case of  
emergency”. Council President Browne explained the 3-minute-plus-1 public comment rule. A  
Councilperson was asked to lead the council in the Pledge of Allegiance.  
PRESENTATIONS  
Commissioner Rausse and a representative from Cleary Consulting, Patrick Cleary presented a  
powerpoint presentation introducing the Draft Comprehension Plan  
PUBLIC COMMENT  
There were no speakers in-house or online who were "FOR" the draft comprehension plan.  
There were six in-house speakers "AGAINST" the draft comprehensive plan. The speakers discussed  
issues regarding SEQRA, removal of single-family zones, heightened density, lack of retail in the  
Fleetwood business district, lack of use of the advisory comprehensive plan committee, requesting the  
public hearing session remain open for consultant review, ADU's, market-rate housing, PILOT's, and  
on-going issues with lack of parking.  
There were no speakers online who were "AGAINST" the draft comprehensive plan.  
The Deputy and City Clerk read eight written comments aloud. The overview; The majority of  
respondents oppose zoning and process changes, emphasizing risks to neighborhood stability,  
infrastructure, and transparency. While some acknowledge the need for modernization, most urge a  
slower, more accountable, and community-driven approach.
