CALL TO ORDER / PLEDGE OF ALLEGIANCE  
Council President Danielle Browne called the meeting to order and provided general house-keeping  
rules, including encouraging citizens to share the meeting on social media and what to do “in case of  
emergency”. Council President Browne explained the 3-minute-plus-1 public comment rule. She then  
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded  
to the Public Speakers session of the evening (listed below as public comment).  
PUBLIC COMMENT  
1. Cathy Bell, Mount Vernon, NY - No Show 7:06 pm & 7:21 pm  
2. Wilma Frank, Mount Vernon, NY Topic: Disrespectful Police Officer 7:06 pm - police complaint  
badge number 2009 incident occurred on 11/25  
CM Boxhill - will advocate on behalf of the constituent  
CM Poteat - will follow up with the chief this evening.  
CM Gleason - this is an ongoing conversation with the PD on customer service. This is under CM  
Poteat because this is his committee and the gap the police have on 4th ave.  
CP Browne - apologized to speaker and believe that all people should be respected by police not just  
seniors and there is an ongoing issue with customer service and the police. Confirmed with speaker that  
the badge number is 2009  
3. Nicole Lucio, Mount Vernon, NY Topic: Inspection Notice: Buildings Department 7:11 pm  
CM Boxhill - informed the speaker that the budget numbers she stated are not the up to date percentages  
CM Poteat - Texted the building commissioner and this might be an issue with management system  
CM Gleason - you are the first single family resident who has received the notice, will follow up with  
CM Poteat and have put in a request with building dept and make the appropriate corrections  
CP Browne - agreed that the fee scheduled should be updated, all departments except for clerk falls  
under the mayors office. That language should not be added to the fee schedule because that falls under  
the city council. Spoke on adoption of the procedure and spoke on the limitations of the council. Clerk  
stated the city council public hearing for Tuesday, Dec 16th at 6 pm  
4. Patricia Richards, Mount Vernon, NY Topic: Proposed tax increase 7:15 pm - virtual  
CM Poteat - will defer to GW Gleason  
CM Gleason - we did put that intersection on special alert  
5. Geoff Munroe, Mount Vernon, NY Topic: Expense accountability 7:16 pm  
CM Boxhill - thanked the speaker for coming  
CM Poteat - thanked for the feedback on the chamber microphones  
CM Gleason - met with you on the first year on council and I agree and the land that the city owns and  
there is food insecurity, tonight at the soup kitchen there were large numbers. we should use land for  
farming.  
CP Browne - these mics were at no cost to the city. The other questions need to be answered by  
management system. One of the things in the comp plan is to use city owned property for various  
reason, farming and temp spots, after the Feb scheduled auction, the city can reevaluate on what can be  
used for farming.
