A REGULAR MEETING OF THE CITY OF THE MOUNT VERNON CITY COUNCIL
HELD ON TUESDAY, DECEMBER 23, 2025.

CALL TO ORDER / PLEDGE OF ALLEGIANCE
Council President Danielle Browne called the meeting to order and provided general house-keeping
rules, including encouraging citizens to share the meeting on social media and what to do “in case of
emergency”. Council President Browne explained the 3-minute-plus-1 public comment rule. She then
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded
to the Public Speakers session of the evening (listed below as public comment).

CM Gleason - Your situation is in litigation, I will not comment
CM Poteat - This is in litigation, I will defer to Corporation Counsel
CP Browne - addressed the speaks misconceptions and incorrect timeline of events. Confirmed to the
speaker that they have never had dialogue in 2019 because that was before her time on Council. As
stated before, your matter is in litigation and will defer to Corporation Counsel.

CM Boxhill - will reach out to the Comptroller's office
CM Gleason - expressed that she is not aware of her situation and informed her about a tax amnesty
coming up
CM Poteat - informed speaker on tax amnesty coming up
5. Henry Wilson, Mount Vernon, NY 7:15 pm Topic: The potential use of one of the three closed
Mount Vernon School District school buildings.
CM Boxhill - agreed with the speaker that this is a good idea for unused school district property
CM Gleason - agreed
CP Browne - expressed that the YCOP project is amazing and a great use of the building spaces across
the city for the youth
6. Geoff Munroe, Mount Vernon, NY 7:19 pm Topic: Drone Program
CM Thompson - you have knowledge in your field and input is welcomed
CM Poteat - this is a pilot program, I urge you to come back and discuss this with the Council after the
pilot year.
CP Browne - discussed th epoints that the speaker mentioned and did not agree with his sentiments. The
use of the drone is not only for crime. It can assist with missing persons or emergency situations. The
drone program has significant benefits and if we do not feel like it is working for the city, we can
terminate the agreement thirty days before the end of the pilot program. There is no cost to the city.
