Comptroller Morton: are you working on a written operational plan? If so, can you submit it to  
my office so we can give it to our insurance and lower our premium.

Comptroller Morton: No, it is for $85K and there is $130K in the account  
Mayor Patterson - Howard: spoke on the cost of repairing an intersection and infrastructure  
remediation costs.  
Comptroller Morton: So this will not be paid directly from the escrow account? It is a project  
being done by the city and will be reimbursed. The city is expensing it out as the work is being  
done in house, which now includes time as well as materials. Municipal finance is very different  
and has nuances that do not happen in private or non profit accounting and modified accruals
