Response: Comptroller Morton: So this is a consolidation of duties, for greater efficiency?
Mayor Patterson - Howard: Yes, greater efficiency and greater responsibility. We have someone
who handles much more than the traditional job plus financial management , financial reports
and grants. We have someone who has a master's in business administration as well as a master's
and certification degree in emergency management. So, this will save money in salary as well as
money in benefits and retirement.
Comptroller Morton: And who is going to pick up the clerical work, because this person will not
be able to do that. What is the mechanism for the front-facing work in the department.
Mayor Patterson - Howard: There are still people in the office to help with that. And you still
have the principal clerk there as well. The function of that old position is just played out.
Comptroller Morton: In addition, the dollar amount should be done away with because it leaves
room for the person to come back to that position. IT should be zeroed out. So, my next question
is what grade and what step level is this person at because there is a certain salary attached to
promotions.

matter and get a better understanding of this.
