Meeting started at 4:55 PM. Clerk Walters read the special meeting notice into record.

On the question: Mayor Patterson-Howard -I want to put this on hold so I can provide the board  
with more detailed information in writing. This is so we can be compliance with the state. 265  
Public assembly’s (churches, schools, community rooms). There are 1,915 parcels of multiple  
dwelling units (a house with more than 4 apartments) with public assembly space 1,650 parcels  
multi-family dwelling units, required to be inspected every 3 years. 11,640+ parcels that require  
inspections. Parcel with public assembly is required to be inspected annually. Put landlords on  
notice that they can no longer be “slum lords”, those who do not maintain their property. It also  
helps the renter that is afraid to report a bad landlords. These inspections have not been done in  
over 17 years. Some of the union staff have concerns because we are outsourcing the  
inspections. Takes about nine months to have someone certified and ready to be inspectors. We  
do not have the time or the staff to be inspectors and we need to have these inspections done  
immediately.  
Response: Commissioner Morton- Also,add in the resolution the commissioner makes reference  
to section 6C with the exception of RFP. Add more detail as to the rationale for the exception in  
writing. Gap in qualification with the present staff and the time frame to get the state mandate  
completed. Add this in the resolution, clearly outline why this pathway is being sought.

this to $1. There is excess money in the budget. Mayor Patterson-Howard - Clerk are we only
