CALL TO ORDER / PLEDGE OF ALLEGIANCE

Council President Derrick Thompson called the meeting to order and provided general house-keeping
rules, including encouraging citizens to share the meeting on social media and what to do “in case of
emergency”. Council President Thompson explained the 3-minute-plus-1 public comment rule. He then
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded
to the Public Speakers session of the evening (listed below as public comment).

Council Comments:
Councilman Boxhill: Thanked the presenters for coming out. Discussed the additional cost to the city
for services such as garbage pick up which will be supplemented by the tax payers.
Janet: We will be providing socioeconomic stats
Councilman Wallace: read a statement aloud (said he would submit the written document to the law
department so it can be FOIL'd), then spoke about his objections to the projects affordable housing
criteria. How many children are expected to attend the school district?
Janet: as we proceed we will provide that income. THere are generative models we use. We
do not have that information right now. This project goes in line with the city's comprehensive plan.
There is a housing crisis in the county and as the adopted comprehensive plan speaks on the addition of
affordable housing and there will be a range between 40 - 90% of median income, $47K for a studio and
$153K for a 3 bedroom.
Councilman Turnquest - Jones: explained that the use of PILOTs causes distress to residents; however,
PILOTs can be tailored to meet the needs of the municipality. She spoke on her time at NYCOM and
the discussions of the crisis of affordable housing, food, utilities and other amenities.
