CALL TO ORDER / PLEDGE OF ALLEGIANCE

Council President Danielle Browne called the meeting to order and provided general house-keeping
rules, including encouraging citizens to share the meeting on social media and what to do “in case of
emergency”. Council President Browne explained the 3-minute-plus-1 public comment rule. She then
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded
to the Public Speakers session of the evening (listed below as public comment).

2. Norman Parkinson, Mount Vernon, NY Topic: Parking around Jackson St, near the school and the
reserve parking for school staff. 8:02 pm
Councilman Gleason - asked additional questions to the speaker. The city council is not aware &
in the charter, the police commissioner can alter street parking, but that is not the case
Councilman Boxhill - asked an additional question to the speaker.
Councilman Poteat, in contact with the police commissioner and the speaker, answered that this
is Edward Williams Elementary School.
Councilman Thompson, the speaker, said he visited the school three times, but the principal did
not meet with him. Thompson spoke with the principal and explained that it did not come
through the council. will follow up with this tomorrow. I am aware that the interim principle
worked with the Department of Public Works commissioner and that there is a price to take up a
street.
Council President Browne -the council did not know or approve any new parking regulations.
