Comptroller Morton: Cost analysis/revenue?  
Mayor Patterson - Howard: explained the lease agreement. This project is still under review to  
see if it is financially sound for the City of Mount Vernon and no decision has been made by the  
IDA and a decision has not been made yet.  
Comptroller Morton: discussed the information and pricing in the agreement. I have opinions on  
the amount of money over the cost of the lease agreement based on the approximate $83 a  
month per spot that the maintenance and snow removal falls on the city. I would need to know  
the cost from parking and Department of Public Works if the cost is appropriate. There are  
issues with contracts where there is no escalation clause.

Comptroller Morton: spoke on the oversight and monitoring of overtime from the three major  
departments; Fire Department, Police Department and Department of Public Works.  
Mayor Patterson - Howard: Spoke on the overtime, new firefighters and police officer suspensions and  
internal promotions.  
Comptroller Morton: Spoke on the individual department's bank accounts and the audits.  
Mayor Patteson - Howard: discussed the history of the issue that was caused by the former Comptroller.  
She also credited the Department of Public Works workers for the snow removal efforts during arctic  
temperatures.
