CALL TO ORDER / PLEDGE OF ALLEGIANCE  
Pledge of Allegiance lead by Councilmember Boxhill.  
Council President Cathlin B. Gleason called the meeting to order and provided general house-keeping  
rules, including encouraging citizens to share the meeting on social media and what to do “in case of  
emergency”. Council President Gleason explained the 3-minute-plus-1 public comment rule. She then  
asked a Councilperson to lead the council in the Pledge of Allegiance. Council President then proceeded  
to the Public Speakers session of the evening (listed below as public comment).  
PRESENTATION  
Councilmember Boxhill read the proclamation and presented the document to the family.  
Councilmember Boxhill explained that there is currently a tree planted in Brush Park and a plaque will  
be placed a the tree.  
Council President Gleason stated that it is important that people who give back to the community are  
honored and family is what makes Mount Vernon great.  
PUBLIC COMMENT  
Molly Franco, MSW, 40 East Sidney Ave, Mount Vernon, NY - ("The increasing number of tobacco  
retailers in the city of Mount Vernon and its potential impact on youth and families.")  
The speaker is part of a non-profit organization called Power Against Tobacco. The organization aids in  
brining issues to residents and she is a public health advocate. Speaker discuss the danger of smoking  
and the increase of tobacco dealers in the city. There are policies that limit flavored tobacco retailers and  
cap the number of retailers. Speaker offered her services to help enact policies.  
Council Responses:  
Councilmember Boxhill - Would like to meet for a follow up  
Councilmember Thompson - I do believe we have to do more with tobacco because most of these shops  
do not respect our youth. We have 16 public schools and 2 charters. I've visited a couple of stores and  
they are selling to our youth.  
Councilmember Browne - I have a draft legislation for business licenses for tobacco shops, I would like  
to collaborate with you to make it robust. There is a problem in Mount Vernon, and high incidents of  
respiratory incidents, it is a problem. We must get ahead of it, so we do not have to grandfather all these  
businesses. There is only one license shop in Mount Vernon and these shops are selling cannabis as  
well.  
Council President Gleason - Thank you for paying attention because you reached out to us about getting  
the signs for the playground.

The speaker requested speed bumps on his street to limit the number of speeding vehicles.  
Council Responses:  
Councilmember Boxhill - We should look into that; I will follow up.  
Councilmember Thompson - I know there are several areas in the city where people do speed. However,  
putting speed bumps in the streets is not the answer at this present time. We must get safety police and  
get Police presence in the area. Speed bumps prevent us from snowplowing properly and slows down  
emergency vehicles. We will continue to work with you. We want everyone to be good neighbors and  
follow the rules of the city.  
Councilmember Browne - There is a process for speed bumps. There is a traffic study. The city was  
moving away from speed bumps. I will speak with public works to see what we can do to slow down  
traffic. What are the cross streets?  
Speaker Bailey - Mount Vernon Ave and Grove St  
Councilmember Browne -Give your information to our Legislative Aid so we can follow up with you.  
Council President Gleason - There are a lot of things we can temporarily do. As Councilmember  
Thompson said, we can put a patrol to be a deterrent. We have temporary speed bumps, but many drive  
around it because they don’t go curb to curb. Give info to Legislative Aid.  
Michael Scalar - The speaker who was not signed up asked a question regarding MWBE list and law.  
Council President Gleason responded to the speaker and stated, "we are not voting on that tonight. We  
have put together legislation, it is on our website. Antoinette will email it to you, give her your  
information."

Response: Commissioner Spruill (Mount Vernon Department of Water Supply) spoke on his  
request to renew the contract for Ms. Owens. Commissioner Spurill stated that Ms. Owens has  
been employed for six to seven months and we were not allowed to hire because we were in the  
middle of an audit. We brought her in as an consultant at the same rate of pay. We only have one  
accountant in the office and she was brought in to help. Her contract ends in August and we  
want to renew for two years with the right to terminate the contract when the audit is completed.  
The audit has a lot of accounting confusion and we're almost there. She is central to us getting us  
through the audit, She was getting $35 per hour, we want to increase the rate of pay to $50, that  
is the rate she had when she was with the board of water supply. She consented to the $35  
initially as to be in compliance with the rules of the audit. All of our other consultants are paid at  
the $50 per hour rate.

Response: Corporation Counsel Johnson - We have to have the local law passed the city council  
and has to have a public hearing and its adopted, then the mayor will have a public hearing.  
Councilmember Browne - That is not typically how it is done. We only have public hearings if  
it’s a planning/zoning.  
Corporation Counsel Johnson - 2024 information from NYCOM, this is how it is done. Since it  
has not been on your test for the required amount of time, the mayor can write a letter of  
necessity, but it does not negate the need for a public hearing by the city council.  
Councilmember Browne - Share that with me. We have a strong mayor system, that should not  
be a requirement for us. I'm not sure if we should be going this route.  
Corporation Counsel Johnson - based on research I did today, the local law is required prior to  
the adoption. That is my recommendation that the cc have a public hearing.  
Council President Gleason - I agree with Council Woman Browne, but I see your point (to  
Corporation Counsel Johnson). We can recess for 5 minutes for council to read and we can take

Councilmember Browne - ARPA, this is the last year in contract. Some of these things require an RFP  
and those take time. I'm sounding the alarm, know of any needed RFP's, put them out now. We do not  
want to have to return unused ARPA funds.  
Councilmember Thompson - You can see Council Woman Browne and other elected officials in a  
basketball game. Caitlin is 5' 3" and she played basketball. I ran track and swam, but I will be playing in  
the game.  
Council President Gleason - "I'm offended". I was not asked to join this basketball classic. I will be  
there to support.  
Corporation Counsel - We have to invite Rai Benjamin.  
Councilmember Thompson - Rai don't want none of this! I'm just joking.  
Councilmember Browne - The game will be in St. Mary's park in the Bronx, this Saturday at 2:30 pm.
