Comptroller Morton: No because I do not know the transaction amounts, we need some amounts

Mayor Patterson - Howard: read section 2. Makes it more streamline before developers invest  
money and the project doesn’t go through  
Corporation Counsel Johnson: moving toward transparency and efficiency  
CP Gleason: it has been working better this way.  
Comptroller Morton: explained escrow accounts and the change in GASBY on what is classified  
escrow account vs custodial accounts.
