AN ORDINANCE AUTHORIZING THE ISSUANCE
OF A REQUEST FOR PROPOSALS (RFP)
FOR A QUALIFIED ENGINEERING FIRM TO SERVE
AS THE CITY'S OWNER'S REPRESENTATIVE
Whereas, in a letter dated January 22, 2026, the Commissioner of the Department of Public Works requested legislation authorizing the issuance of a Request for Proposals (RFP) for a qualified engineering firm to provide on-call professional engineering, capital project assistance, and emergency engineering services. The Department of Public Works, or any other relevant city department, shall oversee the preparation, advertisement, and administration of the RFP process; and
Whereas, the City is actively managing multiple capital, compliance, and grant-funded initiatives that require ongoing professional engineering support; and
Whereas, these efforts involve coordination among City staff, consulting engineers, construction contractors, and regulatory agencies, often on accelerated schedules; and
Whereas, it is in the best interest of the City to retain one qualified engineering firm to provide on-call professional engineering, capital project assistance, and emergency engineering services;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON, NEW YORK, AS FOLLOWS:
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization to Issue Request for Proposals. The City is hereby authorized and directed to issue a Request for Proposals (RFP) for On-Call Professional Engineering, Capital Project Assistance, and Emergency Engineering Services.
The Department of Public Works, or any other relevant city department, shall oversee the preparation, advertisement, and administration of the RFP process.
Section 2. Scope of Work. The City intends to solicit Proposals from firms capable of providing services that may include, but are not limited to:
