RESOLVED, that an Ordinance adopted by the City Council on May 13, 2026, and signed by the Mayor on May 15, 2026, authorizing the Mayor to Retroactively Execute a First Contract Amendment with Mercy University for the Transitional Continued Operation of the Mount Vernon Financial Empowerment Center (MVFEC) During a Transition Period - (pursuant to the terms of the First Contract Amendment, Mercy University shall receive compensation in an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000.00), payable at a monthly rate of Twenty-Five Thousand Dollars ($25,000.00), to be paid from funds previously appropriated and approved for the MVFEC program); be, and the same is hereby approved.

MAYOR TO RETROACTIVELY EXECUTE
A FIRST CONTRACT AMENDMENT WITH
MERCY UNIVERSITY FOR THE CONTINUED
OPERATION OF THE MOUNT VERNON
FINANCIAL EMPOWERMENT CENTER
(MVFEC) DURING A TRANSITION PERIOD
Whereas, by correspondence dated April 14, 2026, the Commissioner of the Department of Planning and Community Development formally requested for the Mayor to retroactively execute a First Contract Amendment with Mercy University for the continued operation and administration of the Mount Vernon Financial Empowerment Center for the period commencing April 1, 2026, through September 30, 2026, together with such other documents as may be necessary to effectuate the purposes of this Ordinance; and
Whereas, in correspondence submitted for consideration at the April 22, 2026, meeting of the City Council, the administration formally requested retroactive authorization for the Mayor to execute a First Contract Amendment with Mercy University for the continued operation of the Mount Vernon Financial Empowerment Center ("MVFEC") during a transition period while the City identifies a new service provider; and
