AN ORDINANCE TO AMEND ORDINANCE NO. 21,
ADOPTED BY THE CITY COUNCIL ON AUGUST 12,
2026, AND FURTHER AMEND CHAPTER 238 OF THE
CODE OF THE CITY OF MOUNT VERNON, ENTITLED
“TAXICAB COMMISSION,” TO REPLACE THE
DIRECTOR OF WEIGHTS AND MEASURES WITH
THE ORDINANCE OFFICER AS AN EX OFFICIO
MEMBER OF THE TAXICAB COMMISSION
Whereas, the City Council of the City of Mount Vernon previously adopted Ordinance No. 21 on August 12, 2026, amending the provisions of Chapter 238 of the Code of the City of Mount Vernon concerning the membership and composition of the Taxicab Commission; and
Whereas, the City Council has determined that a further amendment to Chapter 238 is appropriate to modernize the composition of the Taxicab Commission and better align its membership with the City’s current administrative, regulatory, enforcement, and compliance functions; and
Whereas, the current inclusion of the Director of Weights and Measures as an ex officio member of the Taxicab Commission appears to reflect an earlier regulatory structure in which the duties and responsibilities of that office were more directly associated with oversight of the taxicab industry; and
Whereas, as City operations, technology, and regulatory responsibilities have evolved, the present responsibilities of the Director of Weights and Measures have become less directly connected to the day-to-day regulatory, enforcement, licensing, and compliance matters considered by the Taxicab Commission; and
Whereas, the duties and responsibilities of the Ordinance Officer are more closely aligned with the current responsibilities of the Taxicab Commission, including monitoring and enforcing compliance with applicable City codes, ordinances, rules, regulations, licensing requirements, and other municipal standards; and
