A RESOLUTION AUTHORIZING ONE (1) BOARD
OF WATER SUPPLY EMPLOYEE TO ATTEND
CROSS-CONNECTION SURVEYOR TRAINING
ADMINISTERED BY THE NEW ENGLAND
WATER WORKS ASSOCIATION
Whereas, the Board of Water Supply has requested authorization for one (1) employee to attend a three-day Cross-Connection Surveyor Training program administered by the New England Water Works Association (“NEWWA”) in Holliston, Massachusetts, from October 5 through October 8, 2026; and
Whereas, the training is designed to provide the employee with the professional knowledge and technical skills necessary to pursue certification as a NEWWA Certified Cross-Connection Control Surveyor; and
Whereas, the training will address, among other matters, the identification of potential cross-connections; assessment of degrees of hazard; development of cross-connection control action plans; conducting cross-connection surveys; review of drawings and plans; the respective roles and responsibilities of public water systems, plumbing inspectors, State agencies, and local governments; application of the six methods of cross-connection protection; basic hydraulics relating to backflow and backflow prevention devices; and completion of standard survey forms; and
Whereas, in conjunction with the training, the participating employee will attend an in-person meeting with representatives of the Boston Water and Sewer Commission (“BWSC”), including John F. Sullivan, Superintendent of Enforcement and Compliance, and members of its Cross-Connection Control/Backflow team; and
Whereas, the meeting with BWSC will provide an opportunity for the employee to gain knowledge concerning BWSC’s inspection, enforcement, field-testing, and administrative processes relating to cross-connection control and backflow prevention; and
