RESOLVED, that an ordinance adopted by the City Council on October 23, 2024, and signed by the Mayor on October 24, 2024, authorizing one (1) Member of Service to attend the FBI-LEEDA Internal Affairs Investigation Training - (November 11, 2024, through November 15, 2024; $795.00 for this training shall be satisfied from Budget Line A3120.451 (Training)), be and the same is hereby approved.

MEMBER OF SERVICE TO ATTEND THE FBI-LEEDA
INTERNAL AFFAIRS INVESTIGATION TRAINING
Whereas, by letter dated October 16, 2024, the Commissioner of the Department of Public Safety has requested legislation authorizing one (1) Member of Service from the Department of Public Safety to attend the FBI-LEEDA Internal Affairs Investigation Training from November 11, 2024, through November 15, 2024, at the Westchester County Police Academy; and
Whereas, the City of Mount Vernon’s Department of Public Safety is committed to providing ongoing professional development and training opportunities for its personnel; and
Whereas, the FBI-LEEDA Internal Affairs Investigation Training is a highly respected course that addresses policies and procedures, effective complaint processes, and the investigation of personnel complaints, among other vital topics related to Internal Affairs; and
Whereas, this training will enhance the skills and knowledge of one (1) Member of Service in handling Internal Affairs investigations, ensuring that the City of Mount Vernon continues to uphold transparency and accountability within its public safety operations; and
Whereas, the training will take place from November 11, 2024, through November 15, 2024, at the Westchester County Police Academy located at 2 Dana Drive, Valhalla, NY, at a total cost of $795.00; and
Whereas, the cost for this training shall be satisfied from Budget Line A3120.451 (Training), and the Member of Service will utilize a department vehicle for transportation to and from the training location); Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization to Attend Training. The City Council authorizes one (1) Member of Service from the Department of Public Safety to attend the FBI-LEEDA Internal Affairs Investigation Training from November 11, 2024, through November 15, 2024, at the Westchester County Police Academy.
Section 2. Cost and Funding. The total cost of $795.00 for this training shall be satisfied from Budget Line A3120.451 (Training).
Section 3. Transportation. The Member of Service attending the training is authorized to use a department vehicle for transportation to and from the Westchester County Police Academy during the training period.
Section 4. Effective Date. This ordinance shall take effect immediately upon its approval by the Board of Estimate & Contract.
