RESOLVED, that an ordinance adopted by the City Council on March 27, 2024, and signed by the Mayor on March 28, 2024, authorizing attendance at the Reid Technique of Investigative Interviewing and Interrogation Course - ($630.00 to be accounted for in Budget Line A3120.451, Training - for one (1) Member of Service (“MoS”) from April 30th through May 3, 2024), be and the same is hereby approved.

AN ORDINANCE AUTHORIZING ATTENDANCE
AT THE REID TECHNIQUE OF INVESTIGATIVE
INTERVIEWING AND ADVANCED INTERROGATION
COURSE (April 30 through May 3, 2024)
Whereas, by letter dated March 14, 2024, the Commissioner of the Department of Public Safety has requested legislation authorizing one (1) Member of Service (“MoS”) to attend the Reid Technique of Investigative Interviewing and Advanced Interrogation Course; and
Whereas, the Department of Public Safety recognizes the importance of continuous professional development for its MoS; and
Whereas, one (1) MoS has been identified to attend the Reid Technique of Investigative Interviewing and Advanced Interrogation Course, scheduled from April 30 through May 3, 2024, at the LaGuardia Plaza Hotel, located at 1041-04 Ditmars Boulevard, East Elmhurst, New York; and
Whereas, the training aims to enhance the MoS’s skills in investigative interviewing and interrogation techniques, contributing to the effectiveness of law enforcement operations in the City of Mount Vernon; and
Whereas, the MoS must utilize a department vehicle for transportation to and from the training venue, and reimbursement for gas, tolls, and miscellaneous charges not to exceed $150.00 is requested; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Authorization for Training Attendance. The City Council hereby authorizes one MoS to attend the Reid Technique of Investigative Interviewing and Advanced Interrogation Course.
Section 2. Training Details. The training shall take place from April 30 through May 3, 2024, from 8:00 a.m. to 4:00 p.m. at the LaGuardia Plaza Hotel, located at 1041-04 Ditmars Boulevard, East Elmhurst, New Yor.
Section 3. Transportation and Reimbursement. The MoS is authorized to utilize a department vehicle for transportation to and from the training venue. Reimbursement for gas, tolls, and miscellaneous charges not to exceed $150.00 is approved and shall be satisfied from Budget Line A3120.451 (Training).
Section 4. Financial Provisions. The total cost of the training, amounting to $630.00, shall be satisfied from Budget Line A3120.451 (Training).
Section 5. Authorization. The Mayor or their designee is hereby authorized to take all necessary actions to facilitate the attendance of the MoS at the training, including executing any required documents.
Section 6. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate and Contract.
