RESOLVED, that an ordinance adopted by the City Council on February 14, 2024, and signed by the Mayor on February 15, 2024, authorizing the Comptroller to defund a stipend item and the transfer of Funds to fund the position of First Deputy Commissioner within the Department of Buildings - ($5,000.00 available in Budget Code A3620.101, Salaries and Wages), be and the same is hereby approved.

An Ordinance AUTHORIZING THE COMPTROLLER
TO Defund A Stipend Item AND THE TRANSFER OF
FUNDS TO Fund THE POSITION OF First Deputy
Commissioner WITHIN THE DEPARTMENT OF BUILDINGS
Whereas, by letter dated February 8, 2024, the Commissioner for the Department of Buildings has requested legislation authorizing the Comptroller to defund a stipend item, transfer and reallocate the funds from the “Stipend Zombie Home Coordinator” stipend to support the position of First Deputy Commissioner in the Department of Buildings; and
Whereas, the City of Mount Vernon aims to optimize its organizational structure and allocate resources effectively within its departments; and
Whereas, there exists a stipend item titled “Stipend Zombie Home Coordinator" with an annual salary of $5,000; and
Whereas, it is deemed necessary to reallocate the funds from the “Stipend Zombie Home Coordinator” stipend to support the position of First Deputy Commissioner in the Department of Buildings; and
Whereas, the position of First Deputy Commissioner is crucial for the efficient operation and management of the Department of Buildings; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Defunding of Stipend Item. The stipend item titled “Stipend Zombie Home Coordinator,” with an annual salary of $5,000, is hereby defunded effective immediately.
Section 2. Transfer of Funds. The Comptroller is hereby authorized to transfer funds previously allocated for the “Stipend Zombie Home Coordinator” stipend to fund the position of First Deputy Commissioner in the Department of Buildings.
Section 3. Funding of First Deputy Commissioner Position. The position of First Deputy Commissioner shall be funded at an increased annual salary of $120,000.
Section 4. Funding Source. The funds required to support the increased salary for the position of First Deputy Commissioner shall be sourced from the Department of Buildings 2024 Budget Code A3620.101 (Salaries and Wages), reallocating the amount previously allocated for the “Stipend Zombie Home Coordinator.”
Section 5. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
