RESOLVED, that an amendment adopted by the City Council on January 24, 2024, and signed by the Mayor on January 25, 2024, authorizing attendance at the Annual Association of New York State Youth Bureaus (“ANYSYB”) Youth Leadership Forum - (Hilton Garden Inn, 235 Hoosick Street, Troy, NY 12180, on February 5 and 6, 2024. Costs not to exceed $622.00 shall be covered through Budget Code A7311-423), be and the same is hereby approved.

AN ORDINANCE AUTHORIZING ATTENDANCE
AT THE ANNUAL ASSOCIATION OF NEW YORK
STATE YOUTH BUREAUS (“ANYSYB”) YOUTH
LEADERSHIP FORUM
Whereas, by letter dated January 8, 2024, the Deputy Director of the Youth Bureau has requested legislation authorizing the attendance of three (3) staff members (one of whom will drive the Youth Bureau bus and is not a chaperone) and four (4) youths at the d the Annual Association of New York State Youth Bureaus (“ANYSYB”) Youth Leadership Forum scheduled to take place at the Hilton Garden Inn, 235 Hoosick Street, Troy, NY 12180, on February 5 and 6, 2024; and
Whereas, the Mount Vernon Youth Bureau seeks to provide educational and leadership opportunities for youth in the City of Mount Vernon; and
Whereas, the Forum includes interactive leadership and educational seminars for youth and Youth Bureau personnel from New York State; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordains, and enacts:
Section 1. Authorization to Attend ANYSYB Youth Leadership Forum. The City Council authorizes the attendance of three (3) staff members (one of whom will drive the Youth Bureau bus and is not a chaperone) and four (4) youths at the d the Annual Association of New York State Youth Bureaus (ANYSYB) Youth Leadership Forum scheduled to take place at the Hilton Garden Inn, 235 Hoosick Street, Troy, NY 12180, on February 5 and 6, 2024.
Section 2. Purpose of Attendance. The Youth Bureau staff and youth participants will engage in teambuilding exercises, participate in group discussions, and meet with elected officials to advocate for the youth and the City of Mount Vernon.
Section 3. Cost and Funding Allocation:
(a) The cost of the Youth Forum, not to exceed $622.00, shall be covered through Budget Code A7311-423 (Conference Expense).
(b) The cost includes a registration fee of $50.00 for one (1) adult chaperone, a complimentary second registration fee, and lodging fees of $372.00 for three (3) rooms. An additional complimentary room (4th room) provided by the NYS Youth Bureaus will be used by the bus driver.
(c) There is no cost for the youth participants to attend.
(d) Transportation costs, including gas fill-up at the DPW Canal Street garage, additional gas for the return trip, tolls, and parking, are reimbursable and will not exceed $200.00.
Section 4. Effective Date. This ordinance shall take effect take effect upon its approval by the Board of Estimate & Contract.
