RESOLVED, that an Ordinance adopted by the City Council on August 12, 2026, and signed by the Mayor on August 13, 2026, authorizing the temporary position of Legislative Aide (Contract Specialist) to be established within the Corporation Counsel’s Office - (the annual salary for the Legislative Aide (Contract Specialist) position will be $110,000.00 under budget code A-1420-101, Salaries and Wages); and the same is hereby approved.

AN ORDINANCE ESTABLISHING THE TEMPORARY
POSITION OF LEGISLATIVE AIDE (CONTRACT
SPECIALIST) WITHIN THE LAW DEPARTMENT
Whereas, by letter dated August 11, 2026, the Corporation Counsel has requested legislation authorizing the temporary position of Legislative Aide (Contract Specialist) to be established within the Corporation Counsel’s Office; and
Whereas, the Legislative Aide (Contract Specialist) will work under the direct supervision of the Corporation Counsel to coordinate an active legislative policy agenda for the City Council; and
Whereas, this position will be critical in guiding legislation and policy while also assisting with the review and execution of City contracts; and
Whereas, the necessary funds for this position shall be allocated within the Corporation Counsel’s budget; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Establishment of Position. The position of Legislative Aide (Contract Specialist) is hereby established within the Corporation Counsel’s Office.
Section 2. Duties and Responsibilities. The Legislative Aide (Contract Specialist) shall perform duties including, but not limited to:
(a) Drafting ordinances and local laws that will be reviewed and voted on by City Council members;
(b) Researching legal and technical issues to enhance proposed legislation, including conducting detailed legal research to identify applicable statutes, case law, administrative regulations and industry standards that may impact proposed legislation;
(c) Ensuring compliance with existing federal, state and local laws and structuring legislation in a manner that is both enforceable and easily interpreted by policymakers and the public; and
(d) Overseeing the execution of contract extensions and renewals.
Section 3. Supervision. The Legislative Aide (Contract Specialist) shall report directly to the Corporation Counsel.
Section 4. Compensation. The annual salary for the Legislative Aide (Contract Specialist) position will be $110,000.00.
Section 5. Effective Date. This ordinance shall take effect immediately upon its adoption by the City Council and approval by the +Board of Estimate & Contract.
