AN ORDINANCE AUTHORIZING THE MAYOR TO
ATTEND THE UNITED STATES CONFERENCE OF
MAYORS (USCM) 2026 FALL LEADERSHIP MEETING
IN SAN DIEGO, CALIFORNIA, FROM SEPTEMBER
24 THROUGH SEPTEMBER 26, 2026, AND
AUTHORIZING THE EXPENDITURE OF FUNDS FOR
TRAVEL, LODGING, TRANSPORTATION AND
INCIDENTAL EXPENSES
Whereas, in correspondence dated July 29, 2026, the Mayor formally requested authorization to attend the United States Conference of Mayors (USCM) 2026 Fall Leadership Meeting in San Diego, California, from September 24, 2026, through September 26, 2026; and
Whereas, the USCM 2026 Fall Leadership Meeting brings together USCM Trustees, Advisory Board members, Commission Chairs, Task Force Chairs, and members of the Executive Leadership Team for the purpose of developing organizational strategies, establishing priorities, engaging with federal officials and members of Congress, and identifying emerging issues affecting cities throughout the United States; and
Whereas, attendance at the USCM 2026 Fall Leadership Meeting will provide the Mayor with an opportunity to network with fellow mayors and municipal leaders, exchange information and best practices, and gain knowledge concerning programs, policies and initiatives that may benefit the residents and government operations of the City of Mount Vernon; and
Whereas, participation in the meeting will further provide an opportunity for the Mayor to engage with other municipal leaders and federal policymakers regarding issues of importance to cities and to bring relevant information and best practices back to the City of Mount Vernon; and
Whereas, the registration fee for Member Mayors to attend the USCM 2026 Fall Leadership Meeting is at no cost to the City of Mount Vernon; and
Whereas, the total cost of the Mayor’s attendance, including transportation, lodging, and incidental expenses, is anticipated not to exceed One Thousand Seven Hundred Dollars ($1,700.00); and
Whereas, such expenditures shall be charged to Budget Code A1030.402 - BOE Education and Travel, subject to all applicable City fiscal policies, procedures and requirements; and
Whereas, the City Council finds that the Mayor’s attendance at the USCM 2026 Fall Leadership Meeting serves a valid municipal purpose and is in the best interests of the City of Mount Vernon and its residents; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON, NEW YORK, AS FOLLOWS:
Section 1. Authorization to Attend. The Mayor of the City of Mount Vernon is hereby authorized to attend the United States Conference of Mayors (USCM) 2026 Fall Leadership Meeting in San Diego, California, from September 24, 2026, through September 26, 2026, for the purposes set forth herein.
Section 2. Municipal Purpose. The City Council hereby determines that the Mayor’s attendance at the USCM 2026 Fall Leadership Meeting constitutes official City business and serves a legitimate municipal purpose, including the exchange of municipal best practices, development of governmental strategies, engagement with municipal and federal officials, and identification of emerging issues relevant to the City of Mount Vernon.
Section 3. Authorization of Expenditures. The City is hereby authorized to incur and pay expenses associated with the Mayor’s attendance at the USCM 2026 Fall Leadership Meeting, including, but not limited to, transportation, lodging, and reasonable incidental expenses, in an amount not to exceed One Thousand Seven Hundred Dollars ($1,700.00).
Section 4. Budget Authorization. The expenditures authorized herein shall be charged to Budget Code A1030.402 - BOE Education and Travel, subject to the availability of appropriated funds and compliance with all applicable City procurement, travel reimbursement, fiscal and financial control policies.
Section 5. Registration Fee. No expenditure is authorized for a registration fee for the Mayor’s attendance at the USCM 2026 Fall Leadership Meeting, as the registration fee for Member Mayors is provided at no cost to the City.
Section 6. Compliance with City Policies. All travel, lodging, transportation and incidental expenses incurred pursuant to this Ordinance shall be subject to applicable City policies, rules, regulations and procedures governing official travel and reimbursement, including the submission of appropriate documentation and receipts where required.
Section 7. Severability. If any provision of this Ordinance, or the application thereof to any person or circumstance, is held invalid or unconstitutional by a court of competent jurisdiction, such invalidity or unconstitutionality shall not affect any other provision or application of this Ordinance which can be given effect without the invalid or unconstitutional provision or application.
Section 8. Effective Date. This Ordinance shall take effect immediately upon its adoption by the City Council, subject to prior approval by the Board of Estimate and Contract.

MEETING IN SAN DIEGO, CALIFORNIA
WHEREAS, the City of Mount Vernon recognizes the importance of continuing education, professional development, intergovernmental engagement, and the exchange of best practices among municipal leaders; and
WHEREAS, the United States Conference of Mayors (“USCM”) will convene its 2026 Fall Leadership Meeting in San Diego, California, from September 24, 2026, through September 26, 2026; and
WHEREAS, the USCM Fall Leadership Meeting brings together USCM Trustees, Advisory Board members, Commission Chairs, Task Force Chairs, and members of the Executive Leadership Team for the purpose of developing organizational strategies, establishing priorities, engaging with federal officials and members of Congress, and identifying emerging issues affecting municipalities throughout the United States; and
WHEREAS, attendance at the USCM 2026 Fall Leadership Meeting will provide the Mayor with an opportunity to network with fellow mayors and municipal leaders, exchange information and best practices, and gain knowledge concerning innovative programs, policies, and strategies that may benefit the residents of the City of Mount Vernon; and
WHEREAS, the registration fee for Member Mayors to attend the 2026 Fall Leadership Meeting is at no cost to the City; and
WHEREAS, the total cost of the Mayor’s attendance, including transportation, lodging, and incidental expenses, is anticipated not to exceed One Thousand Seven Hundred Dollars ($1,700.00); and
WHEREAS, all allowable expenses associated with the Mayor’s attendance shall be charged to Budget Account A1030.402 - BOE Education and Travel, subject to applicable City policies, procedures, and budgetary requirements; and
WHEREAS, the City Council finds that the Mayor’s participation in the USCM 2026 Fall Leadership Meeting is in the best interests of the City of Mount Vernon and its residents;
NOW, THEREFORE, BE IT RESOLVED, by the Board of Estimate and Contract of the City of Mount Vernon, New York, as follows:
SECTION 1. Authorization. The Mayor of the City of Mount Vernon is hereby authorized to attend the United States Conference of Mayors (USCM) 2026 Fall Leadership Meeting, to be held in San Diego, California, from September 24, 2026, through September 26, 2026.
SECTION 2. Travel and Expenses. The Mayor is hereby authorized to incur and be reimbursed for reasonable and necessary expenses associated with attendance at the conference, including transportation, lodging, and incidental expenses, in an amount not to exceed One Thousand Seven Hundred Dollars ($1,700.00), subject to applicable City policies and procedures.
SECTION 3. Funding. The expenses authorized herein shall be charged to the Austerity Budget Account A1030.402 - BOE Education and Travel, or such other lawful account as may be determined appropriate by the City Comptroller.
SECTION 4. Registration. The City acknowledges that the registration fee for Member Mayors to attend the USCM 2026 Fall Leadership Meeting is at no cost to the City.
SECTION 5. Compliance with City Policies. All expenditures authorized pursuant to this Resolution shall be made in accordance with applicable City procurement, travel, reimbursement, fiscal, and auditing requirements.
SECTION 6. Effective Date. This Resolution shall take effect immediately upon its approval by the Board of Estimate and Contract and subsequent adoption by the City Council.
