RESOLVED, that an ordinance adopted by the City Council on December 11, 2024, and signed by the Mayor on December 12, 2024, authorizing the Mayor to Retroactively Enter into an Agreement with the County of Westchester to Provide Funding for Summer Basketball Program and Senior Programming - (funding in the amount of $53,641.00 shall be deposited into Revenue Account A2229.15 and appropriated as follows:
• A7310.104 - Youth Program Salary (Part-Time).
• A6772.458 - Other Expenses (Trips, Consultants, Food, Supplies, etc.));

AN ORDINANCE AUTHORIZING THE MAYOR TO
RETROACTIVELY ENTER INTO AN AGREEMENT
WITH THE COUNTY OF WESTCHESTER TO
PROVIDE FUNDING FOR SUMMER BASKETBALL
PROGRAM AND SENIOR PROGRAMMING
Whereas, by letter dated December 2, 2024, the Deputy Commissioner of the Department of Recreation has requested legislation authorizing the Mayor to retroactively enter into an agreement with the County of Westchester to provide $53,641.00 in funding to support the Summer Basketball Program and Senior Programming as described below; and
Whereas, the City of Mount Vernon recognizes the importance of structured recreational programs for youth and comprehensive activities for senior citizens to enhance the quality of life within the community; and
Whereas, the County of Westchester has agreed to provide $53,641.00 in funding to support a Summer Basketball Camp and Senior Programming in partnership with the Mount Vernon Adult Resource Center; and
Whereas, the funding is allocated as follows:
1. Summer Basketball Camp: $28,641.00, administered by the Department of Recreation from July 1 to August 31, 2024.
2. Senior Programming: $25,000.00, provided by the Mount Vernon Adult Resource Center from January 1 to December 31, 2024; and
Whereas, the allocated funds will be deposited into Revenue Account A2229.15 (Westchester County-funded recreation grants) and appropriated as follows:
• A7310.104: Youth Program Salary (Part-Time).
• A6772.458: Other Expenses (Trips, Consultants, Food, Supplies, etc.); and
Whereas, this initiative is a vital public/private collaboration designed to benefit the youth and senior residents of Mount Vernon, promoting community engagement and enhancing recreational opportunities; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization to Enter into Agreement. The Mayor is hereby authorized to retroactively enter into an agreement with the County of Westchester to provide $53,641.00 in funding to support the Summer Basketball Program and Senior Programming as described above.
Section 2. Fund Allocation and Appropriation. The funds received shall be deposited into Revenue Account A2229.15 and appropriated as follows:
• A7310.104 - Youth Program Salary (Part-Time).
• A6772.458 - Other Expenses (Trips, Consultants, Food, Supplies, etc.).
Section 3. Program Implementation. The Department of Recreation and the Mount Vernon Adult Resource Center shall administer the programs in accordance with the terms of the agreement, ensuring compliance with all applicable laws and regulations.
Section 4. Effective Date. This Ordinance shall take effect immediately upon its approval by the Board of Estimate & Contract.
