RESOLVED, that an Ordinance adopted by the City Council on June 10, 2026, and signed by the Mayor on June 25, 2026, authorizing the Mayor to Execute an Agreement with the Westchester Putnam Workforce Development Board an Authorizing the Acceptance and Appropriation of Summer Youth Employment Program Funds in the Amount of $195,000 for the Mount Vernon Youth Bureau - (the grant funds shall be recorded under Revenue Account Code A2229.8 and appropriated under budget codes TANF A6296.101 and TANF A6296.458; this grant is fully reimbursable and requires no matching funds or financial contribution from the City of Mount Vernon); and the same is hereby approved.

AN ORDINANCE AUTHORIZING THE MAYOR TO

EXECUTE AN AGREEMENT WITH THE WESTCHESTER

PUTNAM WORKFORCE DEVELOPMENT BOARD AND

AUTHORIZING THE ACCEPTANCE AND APPROPRIATION

OF SUMMER YOUTH EMPLOYMENT PROGRAM FUNDS IN THE

AMOUNT OF $195,000 FOR MOUNT VERNON YOUTH BUREAU

 

Whereas, in correspondence dated June 11, 2026, the Executive Director of the Youth Bureau formally requested authorization for the Mayor to execute an agreement, and any related documents deemed necessary by the Corporation Counsel, with the Westchester Putnam Workforce Development Board for the administration of the 2026 Summer Youth Employment Program and the receipt of grant funding in the amount of One Hundred Ninety-Five Thousand Dollars ($195,000); and

Whereas, the Mount Vernon Youth Bureau seeks to provide meaningful employment opportunities, workforce readiness training, leadership development, and career exploration experiences for the youth of the City of Mount Vernon; and

Whereas, the Westchester Putnam Workforce Development Board has awarded funding to the City of Mount Vernon Youth Bureau in the amount of One Hundred Ninety-Five Thousand Dollars ($195,000) to administer the Summer Youth Employment Program (“SYEP”) for the 2026 summer season; and

Whereas, the Summer Youth Employment Program will provide employment opportunities for seventy-five (75) youth between the ages of fourteen (14) and twenty (20) during the period of May 1, 2026, through September 30, 2026; and

Whereas, participating youth will be assigned to various public, nonprofit, and community-based worksites throughout the City of Mount Vernon for a six-week employment period and will receive a minimum of one hundred twenty (120) hours of work experience; and

Whereas, each participant will earn wages at the rate of Seventeen Dollars ($17.00) per hour, for a total earning opportunity of Two Thousand Forty Dollars ($2,040.00) per participant; and

Whereas, the Summer Youth Employment Program provides participants with leadership development, hands-on work experience, workplace readiness skills, and core competencies that foster positive youth development, self-sufficiency, responsibility, and a strong work ethic; and

Whereas, the funding provided through the Westchester Putnam Workforce Development Board is a reimbursable grant that requires no local matching funds from the City of Mount Vernon; and

Whereas, the grant funds shall be recorded under Revenue Account Code A2229.8 and appropriated under budget codes TANF A6296.101 and TANF A6296.458; and

Whereas, the City Council finds that participation in the Summer Youth Employment Program serves a valid public purpose by investing in the educational, social, and economic development of the youth of the City of Mount Vernon.

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON AS FOLLOWS:

Section 1.                     Authorization to Execute Agreement.  The Mayor is hereby authorized and directed to execute an agreement, and any related documents deemed necessary by the Corporation Counsel, with the Westchester Putnam Workforce Development Board for the administration of the 2026 Summer Youth Employment Program and the receipt of grant funding in the amount of One Hundred Ninety-Five Thousand Dollars ($195,000).

Section 2.                     Acceptance of Grant Funds.  The City Council hereby accepts grant funding in the amount of One Hundred Ninety-Five Thousand Dollars ($195,000) from the Westchester Putnam Workforce Development Board for the operation of the 2026 Summer Youth Employment Program.

Section 3.                     Appropriation of Funds.  The Comptroller is hereby authorized and directed to record and appropriate the grant funds as follows:

Revenue Account: A2229.8 - Summer Youth Employment Program Revenue

Expenditure Accounts:

• TANF A6296.101

• TANF A6296.458

or such other related accounts as may be required for the administration of the program in accordance with applicable accounting and grant requirements.

Section 4.                     Program Administration.  The Mount Vernon Youth Bureau is authorized to administer the Summer Youth Employment Program, including the recruitment, placement, supervision, training, and monitoring of participating youth and worksites, in accordance with the terms and conditions established by the Westchester Putnam Workforce Development Board and all applicable federal, state, and local regulations.

Section 5.                     No Local Match Required.  The City Council acknowledges that this grant is fully reimbursable and requires no matching funds or financial contribution from the City of Mount Vernon.

Section 6.                     Severability.  If any clause, sentence, paragraph, subdivision, section, or part of this Ordinance shall be adjudged by any court of competent jurisdiction to be invalid, such judgment shall not affect, impair, or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, section, or part thereof directly involved in the controversy in which such judgment shall have been rendered.

Section 7.                     Effective Date.  This Ordinance shall take effect immediately upon adoption by the City Council and subsequent approval by the Board of Estimate and Contract.
