RESOLVED, that an ordinance adopted by the City Council on January 24, 2024, and signed by the Mayor on January 25, 2024, authorizing attendance for the Comptroller and one (1) Staff Member to attend the Government Finance Officers Association ("GFOA") Conference (June 9-12, 2024 - $4,200 to be charged to Budget Codes: 1315-402, Travel Expenses for Travel and Lodging, and 1315.417, Education and Training for conference registration), be and the same is hereby approved.

AN ORDINANCE AUTHORIZING ATTENDANCE
AT THE 2024 GOVERNMENT FINANCE OFFICERS
ASSOCIATION (“GFOA”) CONFERENCE
Whereas, by letter dated January 18, 2024, the Comptroller has requested legislation authorizing the Comptroller and one staff member to attend the 2024 Government Finance Officers Association (“GFOA”) Conference in Portland, OR from June 9-12, 2024; and
Whereas, the City of Mount Vernon recognizes the value of continued professional development for its employees; and
Whereas, the GFOA is hosting its annual conference in Portland, OR from June 9-12, 2024; and
Whereas, attendance at the GFOA Conference provides an opportunity for the Comptroller and one staff member to gain knowledge in best practices within government accounting, interact with other government finance professionals, and engage with vendors servicing government accounting operations; and
Whereas, the registration fee for the conference is estimated to range from $500.00 to $550.00 per person, and the hotel cost is $239.00 per night for three (3) nights, plus 16% sales tax; and
Whereas, the total cost for two (2) attendees, including registration, travel, hotel, and meals, will not exceed $4,200; and
Whereas, the Budget Codes to be charged for this expense are A1315.402 - Travel Expenses for travel and lodging, and A1315.417 - Education and Training for conference registration Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact.
Section 1. Authorization to Attend. The City Council hereby authorizes the attendance of the Comptroller and one staff member at the 2024 GFOA Conference in Portland, OR from June 9-12, 2024.
Section 2. Funding Allocation. The total cost for two (2) attendees, not exceeding $4,200, shall be charged to budget codes A1315.402 - Travel Expenses for travel and lodging, and A1315.417 - Education and Training for conference registration.
Section 3. Effective Date. This resolution shall take effect upon its approval by the Board of Estimate & Contract.
