RESOLVED, that a resolution adopted by the City Council on October 23, 2024, and signed by the Mayor on October 24, 2024, authorizing the Mayor to Accept Funds from the Opiod Settlement Fund for the State Fiscal Year 2025 to be Administered by the Mount Vernon Youth Bureau for Opiod Misuse Prevention Initiatives - ($10,053 to be accounted for in Revenue Code A2229.8. The appropriations shall be allocated as follows:

AN ORDINANCE AUTHORIZING THE MAYOR TO
ACCEPT FUNDS FROM THE OPIOID SETTLEMENT
FUND FOR THE STATE FISCAL YEAR 2025 TO BE
ADMINISTERED BY THE MOUNT VERNON YOUTH
BUREAU FOR OPIOID MISUSE PREVENTION INITIATIVES
Whereas, by letter dated October 3, 2024, the Executive Director of the Youth Bureau has requested legislation authorizing the Mayor to accept the award of $10,053 from the Opioid Settlement Fund for State Fiscal Year 2025, as administered by the Office of Addiction Services and Supports (OASAS); and
Whereas, the City of Mount Vernon has been awarded $10,053 from the Opioid Settlement Fund for State Fiscal Year 2025, as designated by the settlement agreement from the Office of Addiction Services and Supports (OASAS); and
Whereas, these funds are to be administered by the Mount Vernon Youth Bureau (MVYB) to develop and implement evidence-based prevention activities aimed at reducing and preventing the misuse of opioids within the community; and
Whereas, the Office of Addiction Services and Supports (OASAS) designates these funds for specific uses under Schedule C “Approved Uses” for community-based opioid misuse prevention, focusing on prevention strategies, educational programs, and public health initiatives; and
Whereas, the MVYB will use the funds to support various activities, including public education on drug disposal, corrective advertising, drug take-back programs, community-based education, mental health support services, youth-focused programs, and partnerships with local non-profits and faith-based communities; and
Whereas, the City of Mount Vernon seeks to accept and allocate these funds for their designated purposes, enhancing public health and safety in alignment with the objectives set forth by the Opioid Settlement Agreement; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Acceptance Funds. The Mayor of the City of Mount Vernon is hereby authorized to accept the award of $10,053 from the Opioid Settlement Fund for State Fiscal Year 2025, as administered by the Office of Addiction Services and Supports (OASAS).
Section 2. Designated Purpose and Use of Funds. The awarded funds shall be allocated to the Mount Vernon Youth Bureau (MVYB) for opioid misuse prevention initiatives, specifically to support evidence-based activities that align with Schedule C “Approved Uses,” Section B (Prevent Misuse of Opioids). The following activities are authorized under this ordinance:
1. Public education on proper drug disposal.
2. Corrective advertising, campaigns, and public education initiatives.
3. Implementation of drug take-back, disposal, and destruction programs.
4. Community-based educational programs and initiatives.
5. Enhanced access to mental health services and support for young people.
6. Collaboration with non-profits and faith-based organizations for prevention programs.
7. Youth-focused, school-based programming promotes opioid misuse prevention.
Section 3. Accounting and Budget Allocation. Funds received from this grant shall be accounted for in Revenue Code A2229.8. The appropriations shall be allocated as follows:

• A7330.458 (Miscellaneous Expenses)

Section 4. Grant Administration and Reporting. The MVYB is authorized and directed to administer the grant funds under OASAS requirements. The MVYB shall also comply with all necessary reporting and reconciliation requirements to ensure proper utilization and accountability of the funds.
Section 5. Effective Date. This ordinance shall take effect immediately upon its approval by the Board of Estimate & Contract.
