A RESOLUTION AUTHORIZING THE MAYOR

TO ATTEND THE NEW YORK CONFERENCE OF

MAYORS (NYCOM) 71ST FALL TRAINING SCHOOL

IN SARATOGA SPRINGS, NEW YORK

WHEREAS, the City of Mount Vernon recognizes the importance of SPRINGScontinuing education, professional development, and the exchange of best practices among municipal officials in furtherance of effective and efficient local government; and

WHEREAS, the New York Conference of Mayors (“NYCOM”) will conduct its 71st Fall Training School in Saratoga Springs, New York, from September 14, 2026, through September 18, 2026; and

WHEREAS, the Mayor has requested authorization to attend the NYCOM Fall Training School, which provides more than sixty (60) educational sessions addressing significant issues affecting local governments, including budgeting and fiscal oversight, municipal leadership, legal and regulatory updates, procurement, records management, cybersecurity, and other matters relevant to the administration of the City; and

WHEREAS, attendance at the training school will provide the Mayor with an opportunity to network with other mayors and municipal officials, exchange best practices, and gain knowledge concerning successful programs, policies, and practices being implemented by municipalities throughout New York State; and

WHEREAS, the Mayor has served as a member of the NYCOM Executive Committee for four (4) consecutive years and currently serves on the Women’s Advisory Committee; and

WHEREAS, as of January 2026, the Mayor is serving as First Vice President of NYCOM, making participation in the organization’s annual Fall Training School particularly relevant to the Mayor’s leadership responsibilities and the City’s continued engagement with municipalities throughout New York State; and

WHEREAS, the registration fee for member mayors to attend the 2026 NYCOM Fall Training School is Five Hundred Seventy-Five Dollars ($575.00); and

WHEREAS, the total cost of the Mayor’s attendance, including registration, transportation, lodging, and incidental expenses, shall not exceed One Thousand Six Hundred Dollars ($1,600.00); and

WHEREAS, all authorized expenses associated with the Mayor’s attendance shall be charged to Budget Account A1030.402 - BOE Education and Travel, subject to applicable City fiscal and procurement requirements; and

NOW, THEREFORE, BE IT RESOLVED, by the Board of Estimate and Contract of the City of Mount Vernon, New York, as follows:

SECTION 1.                     Authorization to Attend.  The Mayor of the City of Mount Vernon is hereby authorized to attend the New York Conference of Mayors (NYCOM) 71st Fall Training School, to be held in Saratoga Springs, New York, from September 14, 2026, through September 18, 2026.

SECTION 2.                     Authorized Expenses.  The Board of Estimate and Contract hereby authorizes payment and reimbursement of expenses incurred in connection with the Mayor’s attendance, including the $575.00 registration fee, transportation, hotel accommodations, and reasonable incidental expenses, provided that the total cost shall not exceed $1,600.00.

SECTION 3.                     Funding.  The expenses authorized herein shall be charged to Austerity Budget Account A1030.402 - BOE Education and Travel, subject to the availability of funds and all applicable City policies, rules, and regulations.

SECTION 4.                     Compliance with City Requirements.  All expenditures and reimbursements authorized pursuant to this Resolution shall be made in accordance with applicable City of Mount Vernon fiscal policies, travel requirements, procurement laws, and other applicable federal, State, and local laws and regulations.

SECTION 5.                     Authorization to Execute Documents.  The Mayor and appropriate City officials are hereby authorized to execute any documents and take such further actions as may be necessary and appropriate to effectuate the purposes of this Resolution.

SECTION 6.                     Effective Date.  This Resolution shall take effect immediately upon adoption by the Board of Estimate and Contract and subsequent adoption by the City Council.BOARD OF ESTIMATE AND CONTRACT:
