A RESOLUTION AUTHORIZING THE ASSESSOR

OF THE DEPARTMENT OF ASSESSMENT TO

ATTEND THE NYS ASSESSORS ASSOCIATION

2026 FALL CONFERENCE

Whereas, the Assessor of the City of Mount Vernon Department of Assessment has requested authorization to attend the NYS Assessors Association 2026 Fall Conference, to be held at Windrose on Hudson in Ossining, New York, from September 28, 2026, through October 1, 2026; and

Whereas, attendance at the conference will provide the Assessor with valuable professional development and training directly related to the administration of the City's assessment functions, including updates concerning property valuation standards, assessment practices, and new assessment technologies; and

Whereas, the conference will provide training in courses including AOT & Tile Solar Panel,” “History of the Property Tax,” and an “Office of Real Property Tax Services Presentation”; and

Whereas, successful completion of the courses will provide the Assessor with twelve (12) continuing education credits from the New York State Office of Real Property Tax Services; and

Whereas, the Assessor will commute to and from the conference, thereby providing a cost-effective and low-risk professional development opportunity for the City; and

Whereas, the total cost associated with attendance, including course fees, travel, and meals, is anticipated not to exceed Three Hundred Dollars ($300.00); and

Whereas, funds are available in the Board of Estimate Austerity Budget, Account No. A1030.402, for the requested expenses; and

Whereas, the City Council finds that attendance at the NYS Assessors Association 2026 Fall Conference will benefit the City by enhancing the Assessor's professional knowledge, maintaining required continuing education, and supporting the effective and accurate administration of real property assessments;

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Mount Vernon, New York, as follows:

Section 1.                     Authorization to Attend.  The Assessor of the City of Mount Vernon Department of Assessment is hereby authorized to attend the NYS Assessors Association 2026 Fall Conference at Windrose on Hudson in Ossining, New York, from September 28, 2026, through October 1, 2026.

Section 2.                     Authorized Expenses.  The City hereby authorizes reimbursement and/or payment of reasonable and necessary expenses associated with the Assessor’s attendance at the conference, including course fees, travel, and meals, in an amount not to exceed Three Hundred Dollars ($300.00), subject to applicable City policies, rules, regulations, and submission of appropriate documentation.

Section 3.                     Funding.  The expenses authorized herein shall be charged to the Board of Estimate Austerity Budget, Account No. A1030.402, where sufficient funds are available.

Section 4.                     Compliance with City Policies.  All expenditures authorized pursuant to this Resolution shall be made in accordance with applicable City procurement, travel, reimbursement, and fiscal policies and procedures.

Section 5.                     Severability.  If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect any other provision or application of this Resolution that can be given effect without the invalid provision or application, and to this end the provisions of this Resolution are severable.

Section 6.                     Effective Date.  This Resolution shall take effect immediately upon its approval by the Board of Estimate and Contract and subsequent adoption by the City Council.

BE IT FURTHER RESOLVED, that the appropriate City officials are hereby authorized and directed to take all necessary and appropriate actions to implement the purposes and intent of this Resolution.BOARD OF ESTIMATE AND CONTRACT
