City Council:
AN ORDINANCE AUTHORIZING THE CHIEF
OF THE DEPARTMENT OF PUBLIC SAFETY
TO ATTEND THE 2026 INTERNATIONAL
ASSOCIATION OF CHIEFS OF POLICE
(IACP) CONFERENCE
Whereas, in correspondence dated March 27, 2026, the Acting Commissioner / Chief of the Department of Public Safety formally requested authorization to attend the 2026 International Association of Chiefs of Police (IACP) Conference is scheduled to take place at the Orange County Convention Center, located at 9800 International Drive, Orlando, Florida, from October 24, 2026, through October 27, 2026; and
Whereas, the City of Mount Vernon recognizes the importance of continuing education and professional development for its law enforcement leadership; and
Whereas, the International Association of Chiefs of Police (IACP) Conference is widely regarded as the largest and most significant law enforcement conference, providing critical training, resources, and exposure to modern policing techniques; and
Whereas, attendance at the 2026 IACP Conference will enhance the knowledge, leadership capacity, and operational effectiveness of the Department of Public Safety; and
Whereas, the total cost associated with attendance, including conference registration, hotel accommodations, ground transportation (including gas and tolls), and meals, shall not exceed Four Thousand Five Hundred Dollars ($4,500.00); and
Whereas, funding for said expenses shall be charged to Budget Line No. H3120.203.C666 and will be fully covered through Seized Asset Forfeiture funds, resulting in no additional cost to the City of Mount Vernon’s general fund;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON, NEW YORK, AS FOLLOWS:
Section 1. Authorization. The City Council hereby authorizes the Chief of the Department of Public Safety to attend the 2026 International Association of Chiefs of Police (IACP) Conference to be held from October 24, 2026, through October 27, 2026, in Orlando, Florida.
Section 2. Purpose. The purpose of this attendance is to participate in professional development, training sessions, and networking opportunities that will enhance law enforcement practices and benefit the Department of Public Safety and the residents of the City of Mount Vernon.
Section 3. Funding. The total expenditure for attendance shall not exceed $4,500.00 and shall be charged to Budget Line No. H3120.203.C666. Said expenses shall be funded entirely through Seized Asset Forfeiture funds and shall not impact the City’s general fund.
Section 4. Scope of Expenses. Authorized expenses shall include conference registration, lodging, ground transportation (including gas and tolls), and meals, in accordance with applicable City policies and procedures.
Section 5. Effective Date. This Ordinance shall take effect immediately upon adoption by the City Council and subsequent approval by the Board of Estimate and Contract.
