AN ORDINANCE AUTHORIZING THE RELEASE

A REQUEST FOR PROPOSALS (RFP) FOR

ENGINEERING CONSULTANT SERVICES FOR

THE ROOF REPLACEMENT PROJECT AT THE

POLICE HEADQUARTERS AND COURT BUILDING

 

Whereas, by letter dated June 13, 2024, the Commissioner of the Department of Public Works has requested legislation authorizing the release of a Request for Proposals (RFP) seeking a qualified engineering consultant firm to develop a comprehensive bid scope of work and provide construction management services for the roof replacement project at the Mount Vernon Police Department.; and

Whereas, the Police Headquarters and Court Building, located at 2 Roosevelt Square North, consists of three connected structures constructed over the course of approximately 60-70 years; and

Whereas, the roofing system of the Police Headquarters and Court Building has become severely hazardous, exhibiting deterioration and damage typically associated with water infiltration and the effects of the freeze-thaw cycle on a masonry veneer wall; and

Whereas, the roof of the Mount Vernon Police Department building is in critical need of replacement due to its advanced age and ongoing issues compromising the structural integrity and safety of the facility; and

Whereas, it is essential to address these issues promptly to ensure the continued operation and safety of our law enforcement personnel and the public they serve; and

Whereas, engaging a specialized engineering consultant firm is necessary to develop a comprehensive bid scope of work and provide construction management services for the roof replacement project; and

Whereas, the proposed RFP will seek engineering consultants with expertise in assessment and design, bid scope preparation, and construction management to ensure the project is completed on time, within budget, and to the highest quality standards; Now, Therefore, Be It Resolved That

The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:

Section 1.                     AuthorizationThe City Council authorizes the release of a Request for Proposals (RFP) seeking a qualified engineering consultant firm to develop a comprehensive bid scope of work and provide construction management services for the roof replacement project at the Mount Vernon Police Department.

Section 2.                     Scope of Work:  The engineering consultant firm's scope of work will include, but is not limited to:

1.                     Assessment and Design: Conducting a thorough assessment of the current roof condition and designing a suitable replacement that meets all relevant building codes and standards.

 

2.                     Bid Scope Preparation: Developing a detailed and clear scope of work for the bid process to ensure that all necessary components and specifications are included, facilitating accurate and competitive contractor proposals.

 

3.                     Construction Management: Providing ongoing oversight and management of the roof replacement project to ensure it is completed on time, within budget, and to the highest quality standards.

Section 3. The selected engineering consultant firm will ensure that the project adheres to all regulatory requirements, safety standards, and best practices in construction and project management.

Section 4.                     Compliance.  The City Council’s approval of this ordinance will be instrumental in ensuring the success of the Mount Vernon Police Department roof replacement project and maintaining the integrity and safety of our public infrastructure.

Section 5.                     Effective Date.  This ordinance shall take effect immediately upon its passage and approval by the City Council.
