RESOLVED, that an ordinance adopted by the City Council on May 22, 2024, and signed by the Mayor on May 23, 2024, authorizing the Mayor to enter into an agreement with Graphic Artist Jason W. Pritchett for the Mount Vernon Youth Bureau’s Animation Summer Academy. (July 8, 2024, through August 15, 2024, cost not to exceed $3,600.00, which will be funded through Expense Code A7316-405, contracted expenses, with no cost to the City), be and the same is hereby approved.

Mayor to Enter into an Agreement
with Graphic Artist Jason W. Pritchett
for the Mount Vernon Youth Bureau’s
Animation Summer Academy
Whereas, the Deputy Director of the Youth Bureau, through a letter dated May 1, 2024, has requested the enactment of legislation authorizing the Mayor to enter into an agreement with Graphic Artist Jason W. Pritchett for the implementation of the Mount Vernon Youth Bureau’s Animation Summer Academy program; and
Whereas, the City of Mount Vernon recognizes the importance of providing educational and enriching opportunities for its youth during the summer months; and
Whereas, the Mount Vernon Youth Bureau aims to foster creativity and skill development among its participants through innovative programs; and
Whereas, Graphic Artist Jason W. Pritchett has proposed an Animation Summer Academy program aimed at teaching flipbook animation, the principles of animation, game design with Scratch, and stop-motion animation; and
Whereas, this program is designed to engage fifteen (15) participants in a comprehensive learning experience from July 8, 2024, through August 15, 2024; and
Whereas, the total cost for the program is estimated not to exceed $3,600.00, which will be funded through Expense Code A7316-405 (contracted expenses) with no cost to the City; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Authorization. The Mayor of Mount Vernon is hereby authorized to enter into an agreement with Graphic Artist Jason W. Pritchett for the implementation of the Mount Vernon Youth Bureau’s Animation Summer Academy program.
Section 2. Program Description. The Animation Summer Academy program shall include instruction in flipbook animation, the 12 principles of animation, game design with Scratch, and stop-motion animation. Participants will engage in various activities utilizing Brush Ninja and Scratch to create animations and interactive games of their design.
Section 3. Program Dates. The Animation Summer Academy program shall run from July 8, 2024, through August 15, 2024.
Section 4. Program Cost. The total cost for the Animation Summer Academy program shall not exceed $3,600.00. Funds for this program shall be allocated from Expense Code A7316-405 (contracted expenses) at no cost to the City.
Section 5. Implementation. The Mayor shall take all necessary steps to execute the agreement with Graphic Artist Jason W. Pritchett and ensure the successful implementation of the Animation Summer Academy program.
Section 6. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
