A RESOLUTION AUTHORIZING
ATTENDANCE AT THE 2026 ICC
ANNUAL CONFERENCE AND EXPO
WHEREAS, the Department of Buildings has requested authorization for the First Deputy of the Department to attend the 2026 International Code Council (“ICC”) Annual Conference and Expo, to be held in Nashville, Tennessee, at the Gaylord Opryland Resort & Convention Center from October 17 to October 22, 2026; and
WHEREAS, attendance at the 2026 ICC Annual Conference and Expo will provide valuable professional development and operational benefits to the Department of Buildings by strengthening knowledge of current and future building codes, code administration and enforcement practices, emerging technologies, and developments affecting the building safety profession; and
WHEREAS, the conference brings together building officials, code administrators, fire officials, inspectors, engineers, municipal representatives, and industry professionals from jurisdictions throughout the country, providing opportunities for the exchange of information, professional networking, and the identification of effective practices that may apply to the City of Mount Vernon; and
WHEREAS, in light of significant changes associated with the 2025 code cycle and the continued evolution of building safety requirements, participation in the conference will provide an opportunity to obtain current information directly from ICC experts and to acquire practical knowledge applicable to the Department's building safety, plan review, inspection, permitting, and code enforcement responsibilities; and
WHEREAS, the conference education program includes subject matter directly relevant to the Department of Buildings, including the 2027 IBC Sneak Peek, 2024 IECC Residential Significant Changes, Code Compliance for Historical Buildings Using the International Existing Building Code, Legal Aspects of Code Enforcement and Administration, Code Enforcement Report Writing, Strategic Code Enforcement, fire sprinkler and fire alarm integration, 2024 IBC Flood Provisions and Upcoming Changes, AI and the Continuing Digital Transformation of the Building Safety Industry, Fire Code Official and Building Code Official Relationship, and ICC Performance-Based Codes; and
WHEREAS, the conference also offers educational tracks addressing energy and sustainability, existing buildings, commercial construction, fire and energy storage systems, residential construction, plumbing and mechanical systems, and permitting technology, providing a comprehensive educational program addressing issues affecting modern building departments; and
WHEREAS, the conference's Insight Education Program provides additional opportunities for continuing education on matters including building-code effectiveness, housing affordability and emerging development trends, coordination between building and fire officials, performance-based codes, artificial intelligence and digital transformation, and the adaptation of ICC solutions to address unique building safety challenges; and
WHEREAS, attendance will provide continuing education opportunities and enable the Department's representative to acquire information and best practices that can be brought back to the Department and utilized to strengthen code administration, enforcement, public safety, professional excellence, and quality of service to the residents of the City of Mount Vernon; and
WHEREAS, upon returning from the conference, the Department's representative intends to share relevant information and educational materials with Department leadership and staff and, where appropriate, incorporate applicable information into internal training and knowledge-sharing initiatives, thereby extending the benefit of the conference to the Department as a whole; and
WHEREAS, all registration, airfare, lodging, ground transportation, meals, and other related expenses associated with attendance shall be subject to applicable City policies, procedures, budgetary requirements, and any required approvals; now, therefore, be it
RESOLVED:
Section 1. Authorization to Attend. The Board of Estimate and Contract of the City of Mount Vernon hereby authorizes the First Deputy of the Department of Buildings to attend the 2026 ICC Annual Conference and Expo in Nashville, Tennessee, from October 17 to October 22, 2026, including participation in the conference's educational and professional development programs.
Section 2. Professional Development and Departmental Benefit. Attendance at the conference is hereby determined to constitute a legitimate professional development and departmental training opportunity that will directly support the City’s building safety, code administration, plan review, inspection, permitting, enforcement, and related governmental functions.
Section 3. Registration and Lodging Expenses. The City is authorized to pay the registration fee of Nine Hundred Sixty Dollars ($960.00) and hotel expenses at a rate not to exceed One Thousand Three Hundred Fifty Dollars ($1,350.00), transportation - Eight Hundred Dollars ($800.00); meals and incidentals - Four Hundred Fifty ($450.00), provided that the total expenditure does not exceed Three Thousand Five Hundred Sixty Dollars ($3,560.00).
Section 4. Appropriation. All authorized expenditures associated with the First Deputy’s attendance shall be charged to Appropriation Code A1030.402 - Travel, or such other appropriate budgetary account as may be determined by the Comptroller in accordance with the City’s budget and accounting procedures.
Section 5. Budgetary Compliance. All expenditures authorized pursuant to this Resolution shall be charged to the appropriate budgetary account of the Department of Buildings and shall not exceed the amount appropriated or otherwise lawfully available for such purposes.
Section 6. Implementation. The Commissioner of Buildings, or his or her designee, and all other appropriate City officials and employees are hereby authorized and directed to take all necessary actions to implement the purposes and intent of this Resolution, including completing all required registration, travel, purchasing, and reimbursement documentation.
Section 7. Effective Date. This Resolution shall take effect immediately upon adoption by the Board of Estimate and Contract and subsequent adoption by the City Council.
