AN Ordinance AUTHORIZING THE
Beautification Project AT the
Gramatan Avenue Roundabout Circle
Whereas, by letter dated April 22, 2024, the Commissioner for the Department of Public Works (“DWP) has requested legislation to authorize and allocate funds for the execution of a beautification project at the Gramatan Avenue Roundabout Circle (the “Circle”) in the City of Mount Vernon; and
Whereas, DPW is entrusted with the maintenance and beautification of city-owned properties in the City of Mount Vernon; and
Whereas, during the COVID-19 pandemic, financial strains necessitated the prioritization of essential services over aesthetic maintenance, impacting the upkeep of the Circle; and
Whereas, efforts have been undertaken to maintain the Circle since the pandemic, with annual maintenance costs estimated up to $10,000, including expenditures on mulch, gravel, and machinery for repairs and maintenance; and
Whereas, selecting a vendor to execute a comprehensive beautification project for the Circle is deemed more cost-efficient, reducing the need for multiple repairs throughout the year; and
Whereas, the removal of mulch from the Circle will significantly decrease future maintenance expenses, except for weed pesticides and flower potting; and
Whereas, after thorough research, Westchester Paving & Masonry has been identified as a capable vendor to undertake the beautification project for the Circle, with a proposed cost of $39,750.00; and
Whereas, funding for this project is available through the American Rescue Plan Act - Streetscape Litter Reduction (A8170.447ARP); Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Purpose. This ordinance aims to authorize and allocate funds for the execution of a beautification project at the Gramatan Avenue Roundabout Circle in the City of Mount Vernon.
Section 2. Contract Award. The contract for the beautification project shall be awarded to Westchester Paving & Masonry, as the lowest responsive and responsible bidder, with a quoted price of $39,750.00.
Section 3. Funding. Funds for the beautification project shall be sourced from the American Rescue Plan Act - Streetscape Litter Reduction (A8170.447ARP).
Section 4. Implementation. The Department of Public Works is hereby directed to oversee the implementation of the beautification project in accordance with the contract terms and specifications.
Section 5. Severability. If any provision of this ordinance is deemed invalid or unenforceable, it shall not affect the validity or enforceability of the remaining provisions.
Section 6. Repeal of Conflicting Ordinances. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed to the extent of such conflict.
Section 7. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
