AN ORDINANCE AUTHORIZING THE ATTENDANCE
OF FOUR (4) MEMBERS OF THE DEPARTMENT OF
PUBLIC SAFETY AT STREET LEVEL NARCOTICS
OPERATION TRAINING AND AUTHORIZING
RELATED EXPENDITURES
Whereas, in correspondence dated April 20, 2026, the Chief of the Department of Public Safety formally requested authorization for the attendance of four (4) Members of Service from the Department of Public Safety at the Street Level Narcotics Operation training to be held on June 11, 2026, at the Rockland County Police Academy in Pomona, New York; and
Whereas, the Department of Public Safety has identified the need for enhanced training in street-level narcotics enforcement to better serve and protect the residents of the City of Mount Vernon; and
Whereas, said training is designed to enhance officers’ ability to identify, investigate, and disrupt illegal drug activity at the community level through practical instruction in surveillance methods, street encounters, and case development; and
Whereas, the Department of Public Safety seeks authorization for four (4) Members of Service to attend this training; and
Whereas, the total cost of attendance is Six Hundred Dollars ($600.00), representing a registration fee of One Hundred Fifty Dollars ($150.00) per participant; and
Whereas, funds for said training are available in Budget Line A 3120.451; and
Whereas, the Department of Public Safety further requests authorization for the use of a department vehicle for transportation to and from the training location;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON, NEW YORK, AS FOLLOWS:
Section 1. Authorization of Training Attendance. The City Council hereby authorizes the attendance of four (4) Members of Service from the Department of Public Safety at the Street Level Narcotics Operation training to be held on June 11, 2026, at the Rockland County Police Academy in Pomona, New York.
Section 2. Authorization of Expenditure. The Comptroller is hereby authorized and directed to disburse funds in an amount not to exceed Six Hundred Dollars ($600.00) from Budget Line A 3120.451 to cover the cost of registration for the authorized personnel.
Section 3. Authorization of Transportation. The Department of Public Safety is hereby authorized to use a department vehicle to travel to and from the training location.
Section 4. Effective Date. This Ordinance shall take effect immediately upon adoption by the City Council and prior approval by the Board of Estimate and Contract.

OPERATION TRAINING HOSTED BY
THE ROCKLAND COUNTY POLICE ACADEMY
Whereas, by correspondence dated April 20, 2026, the Acting Commissioner / Chief of the Department of Public Safety has requested authorization from the Board of Estimate and Contract to fund the attendance of four (4) Members of Service at the Street Level Narcotics Operation training hosted by the Rockland County Police Academy, located at 50 Sanitarium Road, Building G, Pomona, New York, on June 11, 2026; and
Whereas, the specialized training program will provide officers with enhanced knowledge, investigative techniques, and tactical instruction relating to the identification, monitoring, and enforcement of street-level narcotics activity; and
Whereas, the Department of Public Safety has determined that participation in this training will strengthen departmental operational effectiveness and improve public safety efforts within the City of Mount Vernon; and
Whereas, the necessity for continued officer training and professional development is consistent with the findings and recommendations issued by the United States Department of Justice regarding the Mount Vernon Police Department; and
Whereas, the total cost of the training is Six Hundred Dollars ($600.00), representing a registration fee of One Hundred Fifty Dollars ($150.00) per officer; and
Whereas, authorization is also requested for the use of a department vehicle for transportation to and from the training location, together with reimbursement for gas and toll expenses in an amount not to exceed One Hundred Fifty Dollars ($150.00); and
Whereas, all such expenditures shall be charged to budget line A3120.452 (Training); and
Whereas, the Board of Estimate and Contract has reviewed the request and recommends approval by the City Council;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the Mount Vernon, as follows:
Section 1. Authorization of Training Expenses. The Board of Estimate and Contract hereby authorizes the expenditure of funds in an amount not to exceed Six Hundred Dollars ($600.00) for the attendance of four (4) Members of Service of the Mount Vernon Police Department at the Street Level Narcotics Operation training hosted by the Rockland County Police Academy on June 11, 2026.
Section 2. Authorization of Transportation Expenses. The Board of Estimate and Contract further authorizes the use of a department vehicle for transportation to and from the training location and approves reimbursement for gas and toll expenses in an amount not to exceed One Hundred Fifty Dollars ($150.00).
Section 3. Funding Source. The costs authorized herein shall be charged to budget line A3120.452 (Training).
Section 4. Purpose. The City Council finds that the training authorized herein serves a valid public purpose by enhancing the professional capabilities of law enforcement personnel and supporting public safety initiatives within the City of Mount Vernon.
Section 5. Effective Date. This Resolution is subject to approval by the Board of Estimate and Contract (BOE&C) and subsequent adoption by the City Council.Board of Estimate and Contract:
