RESOLVED, that an ordinance adopted by the City Council on February 14, 2024, and signed by the Mayor on February 15, 2024, authorizing two (2) Members of Service (“MoS”) to attend the Transformational Leadership Training - (Westchester County Police Academy, 2 Dana Road, Valhalla, NY from March 28, 2024, from 9:00 a.m. to 5:00 p.m. - $450.00 to be allocated from Budget Line A3120.451 (Training), be and the same is hereby approved.

AN ORDINANCE AUTHORIZING TWO (2)
MEMBERS OF SERVICE (“MOS”) TO ATTEND
TRANSFORMATIONAL LEADERSHIP TRAINING
Whereas, by letter dated February 5, 2024, the Interim Commissioner for the Department of Public Safety has requested legislation authorizing two (2) Members of Service (“MoS”) to attend the Transformational Leadership Training scheduled for March 28, 2024, from 9:00 a.m. to 5:00 p.m. at the Westchester County Police Academy and the use of a department vehicle to and from this training; and
Whereas, the City of Mount Vernon recognizes the importance of investing in the professional development of its MoS; and
Whereas, effective leadership is crucial for maintaining public safety and ensuring efficient operations within the City; and
Whereas, Transformational Leadership Training, to be held at the Westchester County Police Academy, offers valuable insights and skills necessary for enhancing leadership capabilities among MoS; and
Whereas, the training session is scheduled for March 28, 2024, from 9:00 a.m. to 5:00 p.m. at the Westchester County Police Academy located at 2 Dana Road, Valhalla, NY; and
Whereas, the attendance of two (2) MoS at the Transformational Leadership Training will contribute to the enhancement of leadership qualities within the City's law enforcement personnel; and
Whereas, the total cost for the training for two (2) MoS is $450.00 ($225.00 per person), which will be satisfied from Budget Line A3120.451 (Training); Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Authorization for Attendance. The City of Mount Vernon hereby authorizes two (2) Members of Service to attend the Transformational Leadership Training scheduled for March 28, 2024, at the Westchester County Police Academy. Permission is also granted for said Members of Service to utilize a department vehicle to and from said training.
Section 2. Reimbursement. The Members of Service will be reimbursed for travel expenses, meals, lodging, tolls, and gas, expenses further authorized upon presentation of receipts.
Section 3. Funding Allocation. The total cost of $450.00 for the attendance of two (2) MoS at the Transformational Leadership Training shall be allocated from Budget Line A3120.451 (Training).
Section 4. Implementation. The Comptroller, or their designee, is authorized to make necessary arrangements for the payment of training fees and to ensure the attendance of the designated MoS at the training session.
Section 5. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
