RESOLVED, that a resolution adopted by the City Council on October 23, 2024, and signed by the Mayor on October 24, 2024, authorizing the Amendment of Ordinance No. 29, adopted by the City Council on September 13, 2023, entitled “AN ORDINANCE REQUESTING PERMISSION FOR THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE WESTCHESTER-PUTNAM WORKFORCE DEVELOPMENT BOARD” - (additional $92,670 to extend the MVYB’s WIOA/WDAY program until June 30, 2025, to provide services to an additional 30 eligible economically disadvantaged youth ages 16-24).  Funds for this program are to be accounted for in Revenue Code A4790.6 for appropriations in the following Budget Codes: A6295.101 (Salaries), A6295.801, 802, 803, 804 & 806 (Fringes) and A6295.104; 402; 405; & 467.  There is no matching obligation for this grant, be and the same is hereby approved.

AN ORDINANCE AMENDING ORDINANCE NO. 29,

ADOPTED BY THE CITY COUNCIL ON SEPTEMBER

13, 2023, ENTITLED “AN ORDINANCE REQUESTING

PERMISSION FOR THE MAYOR TO ENTER INTO AN

AGREEMENT WITH THE WESTCHESTER-PUTNAM

WORKFORCE DEVELOPMENT BOARD”

 

                     The City of Mount Vernon, in City Council convened, does hereby ordain and enact:

 

                     Section 1.                     The first decretal paragraph, second and third Whereas Clauses and Sections 1 and 2 of Ordinance No. 29, adopted by the City Council on September 13, 2023, entitled “AN ORDINANCE REQUESTING PERMISSION FOR THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE WESTCHESTER-PUTNAM WORKFORCE DEVELOPMENT BOARD” is hereby amended as follows:

Whereas by letter dated [September 6, 2023] October 7, 2024, the Executive Director of the Youth Bureau has requested the City Council enact legislation amending Ordinance No. 29, adopted by the City Council on September 13, 2023, authorizing the Mayor to enter into an agreement with the Westchester-Putnam Workforce Development Board in the amount of $92,670.00 for the period commencing June 30, 2023, through June 30, 2024.  The program will serve 30 youths and young adults through the WIOA/WDAY Youth Employment Services; and

Whereas the program, eligible youths ages l6-24 will be provided with educational and employment services under the Workforce Innovation Opportunity Act (WIOA).  The program is designed to provide resources and services that will enable youths to obtain a diploma/high school equivalency diploma, explore career opportunities, enroll in higher education, and obtain employment or certifications within a trade of their interest; and

Whereas, the Westchester-Putnam Workforce Development Board (“WPWDB”) has awarded an additional $92,670 to extend the MVYB’s WIOA/WDAY program until June 30, 2025, to provide services to an additional 30 eligible economically disadvantaged youth ages 16-24; and

Whereas, the WIOA/WDAY program provides critical resources to help eligible youth obtain a diploma or high school equivalency, explore career opportunities, pursue higher education, or attain employment or certifications in trades of interest, thereby improving their future economic prospects; and

Whereas, the City Council finds it in the best interest of the City to continue and expand this program for eligible youth through the additional funds provided by the WPWDB, with no matching obligation required from the City; Now, Therefore,

The City of Mount Vernon, in City Council convened, does hereby ordain and enact:

Section 1.                     The Mayor is hereby granted permission to enter into an agreement with the Westchester-Putnam Workforce Development Board for $92,670.00 for the period commencing June 30, 2023, through [June 30, 2024] June 30, 2025, for an additional $92,670 to support the provision of services to 30 additional eligible youth under the WIOA/WDAY program.  The program will serve 30 youths and young adults through the WIOA/WDAY Youth Employment Services.

Section 2.                     Funds for this program are to be accounted for in Revenue Code A4790.6 for appropriations in the following Budget Codes: A6295.101 (Salaries), A6295.801, 802, 803, 804 & 806 (Fringes) and A6295.104; 402; 405; & 467.  There is no matching obligation for this grant.

Section 3.                     This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
