ADOPTED BY THE CITY COUNCIL ON SEPTEMBER 13,
2023, ENTITLED “AN ORDINANCE REQUESTING
PERMISSION TO RETAIN [NEIL CARNOW] REDLINE
REVIEW LLC, ON A TERM CONTRACT, AS OUTSIDE
PLAN EXAMINER IN THE DEPARTMENT OF BUILDINGS”
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. The first and second decretal paragraphs, and Sections 1 and 2 of Ordinance No. 32, adopted by the City Council on September 13, 2023, entitled “AN ORDINANCE REQUESTING PERMISSION TO RETAIN [NEIL CARNOW] REDLINE REVIEW LLC, ON A TERM CONTRACT, AS OUTSIDE PLAN EXAMINER IN THE DEPARTMENT OF BUILDINGS” is hereby amended as follows:
Whereas, by letter dated [August 31] December 11, 2023, the Commissioner of the Department of Buildings has requested amendments to the legislation [be] enacted to authorize a term contract to retain [Neil Carnow] Redline Review LLC (“Redline”) as outside plan examiner to represent the City in plan examination matters as well as to serve as code review consultant to said department at a municipal rate of [$40.00] $48.00 per hour for a one (1) year period, renewable at the option of the City; and
Whereas, critical services to be performed include the following: Plan Reviews and code reviews. Delays in these services lead to major holdups in permit turnaround time. The intention is not to replace the existing position within the department but rather to augment the Department of Building until such time when a full-time permanent plan examiner is employed. [Mr. Carnow] Redline having previously served as a plan review consultant for several Westchester cities, towns, and villages is intimately familiar with the New York State Code and matters that will be assigned to [him] it and the workings of the Building Department generally; Now, Therefore, Be It
The City of Mount Vernon in City Council convened, does hereby ordain and enact:
Section 1. The Department of Buildings is hereby authorized to enter into a term contract to retain [Mr. Carnow] Redline [as] to provide outside plan examiner services to [represent] the City in plan examination matters as well as [to serve] to provide [as] code review consultant services to said department at a municipal rate of [$40.00] $48.00 per hour for a one (1) year period, renewable at the option of the City.
Section 2. Funds for this temporary consultant are available under the vacated plan examiner position in [Account Code A3620.101 (Salaries and Wages)] Budget Code A3620.405 (Contracted Outside Services).
Section 3. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
