RESOLUTION AUTHORIZING ATTENDANCE AT
THE DCJS/FBI KIDNAPPING FOR RANSOM COURSE
WHEREAS, the Department of Public Safety has respectfully requested authorization for two (2) Members of Service to attend the DCJS/FBI Kidnapping for Ransom Course, to be held from November 16, 2026 through November 20, 2026, at the State Preparedness Training Center, located at 5900 Airport Road, Oriskany, New York; and
WHEREAS, the DCJS/FBI Kidnapping for Ransom Course provides specialized training to law enforcement officers and crisis negotiators concerning effective strategies, investigative techniques, communication skills, and response protocols for managing kidnapping-for-ransom incidents and other high-risk crises; and
WHEREAS, attendance at this course will enhance the participating Members of Service's investigative, communication, negotiation, and critical decision-making skills, while further strengthening coordination and collaboration with local, state, and federal law enforcement partners; and
WHEREAS, the cost of tuition and attendance for the two (2) Members of Service is free of charge; and
WHEREAS, the Department of Public Safety has requested authorization for the use of a City vehicle for transportation to and from the training location, together with reimbursement for necessary gas and toll expenses incurred in connection with attendance at the course; and
WHEREAS, reimbursement for gas and tolls shall not exceed Two Hundred Fifty Dollars ($250.00) per person, for a maximum total reimbursement of Five Hundred Dollars ($500.00) for the two (2) participating Members of Service; and
WHEREAS, sufficient funds are available and shall be charged to Budget Line A3120.451 - Training, subject to applicable City policies, procedures, and documentation requirements; and
WHEREAS, the City Council finds that the attendance of the Members of Service at this specialized training is in the best interests of the City and will further the Department of Public Safety's mission to enhance the preparedness, effectiveness, and professional capabilities of its personnel; now, therefore, be it
SECTION 1. AUTHORIZATION TO ATTEND. The City Council of the City of Mount Vernon hereby authorizes two (2) Members of Service of the Department of Public Safety to attend the DCJS/FBI Kidnapping for Ransom Course, scheduled for November 16, 2026, through November 20, 2026, at the State Preparedness Training Center, 5900 Airport Road, Oriskany, New York.
SECTION 2. CITY VEHICLE. The Department of Public Safety is hereby authorized to utilize a City vehicle for transportation of the participating Members of Service to and from the State Preparedness Training Center in connection with their attendance at the course.
SECTION 3. REIMBURSEMENT. The City Comptroller is hereby authorized and directed to reimburse the participating Members of Service for necessary and documented gas and toll expenses incurred in connection with attendance at the course, in an amount not to exceed Two Hundred Fifty Dollars ($250.00) per person, for a maximum aggregate amount of Five Hundred Dollars ($500.00).
SECTION 4. FUNDING. The expenditures authorized herein shall be charged to Budget Line A3120.451 - Training, subject to the availability of funds and compliance with all applicable City financial policies, procedures, and documentation requirements.
SECTION 5. EFFECTIVE DATE. This Resolution shall take effect immediately upon approval by the Board of Estimate and Contract and subsequent adoption by the City Council.
