City Council:
AN ORDINANCE AUTHORIZING COUNCIL
PRESIDENT DANIELLE BROWNE TO ATTEND THE
NEW YORK CONFERENCE OF MAYORS (NYCOM)
ANNUAL MEETING TO BE HELD MAY 28-30, 2025,
IN BOLTON LANDING, NEW YORK
Whereas, in a letter dated May 12, 2025, the Legislative Assistant to the City Council formally requested the authorization to allocate and disburse funds not to exceed $1,200.00 to cover costs associated with Council President Browne’s attendance at the New York Conference of Mayors (NYCOM) Annual Meeting; and
Whereas, the New York Conference of Mayors Annual Meeting provides a vital forum for municipal leaders to engage in policy discussions, professional development, and networking with local and state officials from across New York State; and
Whereas, attendance at the NYCOM Annual Meeting will enhance the knowledge, skills, and capacity of Council President Danielle Browne in her service to the City of Mount Vernon; and
Whereas, the City Council recognizes the importance of continued education and training for elected officials and supports participation in relevant conferences and professional development opportunities; and
Whereas, the total estimated cost of attendance for Council President Browne shall not exceed $1,200, including registration fees, lodging, meals, and transportation, with expenses to be allocated from the appropriate budget lines; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization to Attend Conference. Council President Danielle Browne is hereby authorized to attend the New York Conference of Mayors (NYCOM) Annual Meeting, scheduled to be held from May 28 through May 30, 2025, in Bolton Landing, New York.
Section 2. Appropriation of Funds. The City Comptroller is hereby authorized and directed to allocate and disburse funds not to exceed $1,200.00 to cover costs associated with Council President Browne’s attendance at the conference. These expenses shall be allocated as follows:
• Conference Registration Fee: $340.00 to be charged to A1010.417 (Education and Training)
• Lodging (2 nights at $170/night): $340.00
• Conference Meal Plan: $200.00
• Amtrak Travel: $167.00
• The lodging, meal plan, and travel expenses totaling $707.00 shall be charged to A1010.402 (Travel Expenses).
Section 3. Reporting Requirement. Upon return, Council President Danielle Browne shall submit a written summary report to the City Council outlining key takeaways and potential applications of the conference experience to the City of Mount Vernon.
Section 4. Effective Date. This Ordinance shall take effect immediately upon passage and approval in accordance with applicable laws.
