AN ORDINANCE AUTHORIZING THE SENIOR
INSPECTOR IN THE DEPARTMENT OF
BUILDINGS TO ATTEND THE 2026 INTERNATIONAL
CODE COUNCIL ANNUAL CONFERENCE AND EXPO
IN NASHVILLE, TENNESSEE
Whereas, the Department of Buildings has respectfully requested authorization for the Senior Building Inspector in the Department to attend the 2026 International Code Council (“ICC”) Annual Conference and Expo, to be held October 18-21, 2026, at the Gaylord Opryland Resort & Convention Center in Nashville, Tennessee, with anticipated travel from October 17-22, 2026; and
Whereas, the ICC Annual Conference and Expo brings together building officials, code administrators, fire officials, inspectors, engineers, municipal representatives, and industry professionals from jurisdictions throughout the country; and
Whereas, the Department of Buildings is responsible for building safety, plan review, inspections, permitting, code administration, and code enforcement within the City of Mount Vernon; and
Whereas, significant changes associated with the 2025 code cycle, together with the continued development of building safety requirements, make current professional education and access to updated technical information important to the effective administration and enforcement of building codes; and
Whereas, attendance at the 2026 ICC Annual Conference and Expo will provide an opportunity to obtain current information directly from ICC experts and other recognized professionals and to gain practical knowledge applicable to the Department's building safety, plan review, inspection, permitting, and code enforcement responsibilities; and
Whereas, the conference provides a comprehensive educational program addressing matters directly relevant to the Department of Buildings, including current code requirements, upcoming code changes, code administration, enforcement practices, building and fire safety, energy requirements, existing buildings, emerging technologies, and interdepartmental coordination; and
Whereas, among the educational offerings relevant to the Department are sessions concerning the 2027 International Building Code, 2024 International Energy Conservation Code residential significant changes, code compliance for historical buildings under the International Existing Building Code, legal aspects of code enforcement and administration, strategic code enforcement, code enforcement report writing, fire sprinkler and fire alarm coordination, flood provisions, artificial intelligence and digital transformation in the building safety industry, the relationship between fire and building code officials, and performance-based codes; and
Whereas, the conference's educational program further includes specialized tracks addressing Code Enforcement, Energy and Sustainability, Existing Buildings, Commercial Construction, Fire and Energy Storage Systems, Residential Construction, Plumbing and Mechanical Systems, and Permit Technology, providing a broad range of educational opportunities applicable to modern building department operations; and
Whereas, the conference also provides an Insight Education Program addressing matters including the Building Code Effectiveness Grading Schedule, housing affordability and emerging development challenges, the relationship between building and fire code officials, performance-based codes, artificial intelligence and digital transformation, and the adaptation of ICC resources to address unique building safety challenges; and
Whereas, the conference provides opportunities to earn continuing education credits and to receive instruction from recognized experts concerning building codes, standards, code enforcement, inspections, energy efficiency, adaptive reuse, fire protection, flood provisions, emerging technologies, and other building safety matters; and
Whereas, additional educational sessions offered during the conference address specialized subjects including fire blocking, product evaluation, building-code education, emergency response, code-change proposals, and alarm-transmission requirements, allowing the Department's representative to select educational opportunities most applicable to the City's needs; and
Whereas, attendance will provide an opportunity to learn directly from other building officials, municipal representatives, engineers, inspectors, and industry professionals regarding practices and approaches utilized in other jurisdictions that may be applicable to the operations of the City of Mount Vernon Department of Buildings; and
Whereas, the knowledge and information obtained through attendance may be shared with Department leadership and staff and, where appropriate, incorporated into internal training, professional development, and departmental practices, thereby extending the benefit of the conference beyond the individual attendee; and
Whereas, maintaining current knowledge of building codes, standards, enforcement practices, emerging technologies, and developments within the building safety profession is essential to effective building safety administration and the City's commitment to public safety and quality municipal services; and
Whereas, the Department has represented that all registration, airfare, lodging, transportation, meals, and other authorized expenses associated with attendance shall be incurred in accordance with applicable City policies, procedures, and budgetary requirements; and
Whereas, the City Council finds that attendance at the 2026 ICC Annual Conference and Expo is directly related to the responsibilities of the Department of Buildings and will provide educational and professional development opportunities beneficial to the Department and the City of Mount Vernon;
NOW, THEREFORE, BE IT ORDAINED, by the City Council of the City of Mount Vernon, New York, as follows:
Section 1. Authorization to Attend 2026 ICC Annual Conference Expo. The Senior Building Inspector in the Department of the City of Mount Vernon Department of Buildings is hereby authorized to attend the 2026 International Code Council Annual Conference and Expo, to be held October 18-21, 2026, at the Gaylord Opryland Resort & Convention Center in Nashville, Tennessee, with anticipated travel from October 17-22, 2026.
Section 2. Purpose and Professional Development. Attendance at the conference is authorized for the purpose of obtaining professional education, continuing education credits, technical training, and current information concerning building codes, code administration, inspections, permitting, enforcement practices, building and fire safety, energy requirements, existing buildings, emerging technologies, and related matters applicable to the Department of Buildings.
Section 3. Departmental Benefit. The representative attending the conference shall, where appropriate, share relevant information, educational materials, code updates, and best practices obtained through the conference with Department leadership and staff.
Such information may be utilized to support internal training, professional development, code administration, inspection practices, permitting procedures, enforcement activities, and other appropriate departmental functions.
Section 4. Funding Source. The Comptroller and other duly authorized City officials are hereby authorized and directed to process all payments and reimbursements from Austerity Budget Code A1030.402, upon receipt of proper documentation and in compliance with all applicable purchasing and fiscal policies and procedures
Section 5. Registration and Travel Arrangements. The appropriate City officials are hereby authorized to take all necessary administrative actions to facilitate conference registration and authorized travel arrangements, including airfare, lodging, transportation, and other related arrangements, in accordance with applicable City policies and procedures.
Section 6. Compliance with City Policies. All expenses incurred pursuant to this Ordinance shall be subject to applicable City of Mount Vernon policies, procedures, purchasing requirements, travel regulations, and budgetary controls.
Section 7. Severability. If any provision of this Ordinance or the application thereof to any person or circumstance is held invalid or unconstitutional by a court of competent jurisdiction, the remainder of this Ordinance and the application of such provision to other persons or circumstances shall not be affected thereby.
Section 8. Effective Date. This Ordinance shall take effect immediately upon adoption by the City Council, subject to prior approval by the Board of Estimate and Contract.

Whereas, the Department of Buildings has requested authorization for the Senior Building Inspector of the Department to attend the 2026 ICC Annual Conference and Expo, to be held October 18-21, 2026, at the Gaylord Opryland Resort & Convention Center in Nashville, Tennessee, with travel anticipated from October 17-22, 2026; and
Whereas, the International Code Council (ICC) Annual Conference and Expo brings together building officials, code administrators, fire officials, inspectors, engineers, municipal representatives, and industry professionals from jurisdictions throughout the United States; and
Whereas, the Department of Buildings is responsible for building safety, plan review, inspections, permitting, code administration, and code enforcement within the City of Mount Vernon; and
Whereas, the continued evolution of building safety requirements and changes associated with current and upcoming codes make continuing education and access to current technical information particularly important to the effective administration and enforcement of building codes; and
Whereas, attendance at the 2026 ICC Annual Conference and Expo will provide an opportunity to obtain current information directly from ICC experts and other recognized professionals and to gain practical knowledge applicable to the Department's building safety, plan review, inspection, permitting, and code enforcement responsibilities; and
Whereas, the conference offers an extensive educational program addressing matters directly relevant to the Department of Buildings, including, but not limited to, the following:
1. 2027 IBC Sneak Peek, providing an early review of anticipated changes to the International Building Code;
2. 2024 IECC Residential Significant Changes, addressing significant energy-code changes and their practical application;
3. Code Compliance for Historical Buildings Using the International Existing Building Code, addressing code compliance for existing and historically significant structures;
4. Legal Aspects of Code Enforcement and Administration, addressing legal and administrative considerations applicable to code enforcement;
5. Code Enforcement Report Writing: Clarity, Accuracy, and Professionalism, addressing effective documentation of code enforcement activities;
6. Strategic Code Enforcement, addressing approaches for improving the effectiveness and consistency of code enforcement;
7. From Design to Inspection: Integrating Fire Sprinklers and Fire Alarm Systems Using the IBC/IFC, addressing coordination among design, construction, inspection, and life-safety requirements;
8. 2024 IBC Flood Provisions and Upcoming Changes, addressing current and anticipated flood-related building requirements;

Whereas, the conference's educational program also includes specialized tracks addressing energy and sustainability, existing buildings, commercial construction, residential construction, fire and energy storage systems, plumbing and mechanical systems, permit technology, and other matters relevant to modern building department operations; and
Whereas, the conference provides opportunities to earn continuing education credits and to participate in educational sessions addressing code administration, enforcement, energy efficiency, adaptive reuse, building inspections, fire protection, flood provisions, performance-based codes, emerging technologies, and other building safety issues; and
Whereas, the conference’s Insight Education Program provides additional educational opportunities addressing matters including the Building Code Effectiveness Grading Schedule, housing affordability and emerging development challenges, the relationship between building and fire code officials, performance-based codes, artificial intelligence and digital transformation, and adapting ICC resources to address unique building safety challenges; and
Whereas, attendance will also provide an opportunity to learn from building officials, municipal representatives, engineers, inspectors, and other professionals regarding practices and approaches utilized in other jurisdictions that may apply to the operations of the City of Mount Vernon Department of Buildings; and
Whereas, the knowledge obtained through attendance at the conference may be shared with Department leadership and staff and, where appropriate, incorporated into internal training, professional development, and departmental practices, thereby extending the benefit of the conference beyond the individual attendee; and
Whereas, maintaining current knowledge of building codes, standards, enforcement practices, technology, and emerging developments is essential to effective building-safety administration and the City's commitment to public safety and quality municipal services; and
Whereas, the Department has represented that all registration, airfare, lodging, ground transportation, meals, and other authorized expenses associated with attendance shall be incurred in accordance with applicable City policies, procedures, and budgetary requirements; and
Whereas, the City Council finds that attendance at the 2026 ICC Annual Conference and Expo will provide professional and educational opportunities directly related to the responsibilities of the Department of Buildings;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Mount Vernon, New York, as follows:
Section 1. Authorization to Attend Conference. The Senior Building Inspector of the Mount Vernon Department of Buildings is hereby authorized to attend the 2026 ICC Annual Conference and Expo, to be held October 18-21, 2026, at the Gaylord Opryland Resort & Convention Center in Nashville, Tennessee, with authorized travel dates of approximately October 17-22, 2026.
Section 2. Professional Development and Departmental Benefit. Attendance at the conference is authorized to obtain continuing education, technical training, professional development, and current information on building codes, code administration, inspections, permitting, enforcement, building and fire safety, emerging technologies, and related matters applicable to the operations of the Department of Buildings.
The attendee is encouraged to share relevant educational materials, information, and practices obtained through the conference with Department leadership and staff for the benefit of the Department and the City.
Section 3. Registration and Lodging Expenses. The City is authorized to pay the registration fee of Nine Hundred Sixty Dollars ($960.00) and hotel expenses at a rate not to exceed One Thousand Three Hundred Fifty Dollars ($1,350.00), transportation - Eight Hundred Dollars ($800.00); meals and incidentals - Four Hundred Fifty ($450.00), provided that the total expenditure does not exceed Three Thousand Five Hundred Sixty Dollars ($3,560.00).
Section 4. Appropriation. All authorized expenditures associated with the First Deputy’s attendance shall be charged to Appropriation Code A1030.402 - Travel, or such other appropriate budgetary account as may be determined by the Comptroller in accordance with the City’s budget and accounting procedures.
Section 5. Budgetary Compliance. All expenditures authorized pursuant to this Resolution shall be charged to the appropriate budgetary account of the Department of Buildings and shall not exceed the amount appropriated or otherwise lawfully available for such purposes.
Section 6. Implementation. The Commissioner of Buildings, or his or her designee, and all other appropriate City officials and employees are hereby authorized and directed to take all necessary actions to implement the purposes and intent of this Resolution, including completing all required registration, travel, purchasing, and reimbursement documentation.
Section 7. Effective Date. This Resolution shall take effect immediately upon adoption by the Board of Estimate and Contract and subsequent adoption by the City Council.BOARD OF ESTIMATE AND CONTRACT
