RESOLVED, that an ordinance adopted by the City Council on May 22, 2024, and signed by the Mayor on May 23, 2024, authorizing three (3) Mount Vernon Youth Bureau staff, including the Executive Director to attend an Annual Healthy Marriage Responsible Fatherhood (HMRF) Biennial Conference - (July 15 -18, 2024, funds related to this trip shall be accounted for under Revenue Code A2229.8 with appropriations in Budget Code A7335.423), be and the same is hereby approved.

MOUNT VERNON STAFF, INCLUDING THE
EXECUTIVE DIRECTOR TO Attend the
Annual HEALTHY MARRIAGE RESPONSIBLE
FATHERHOOD (HMRF) Biennial Conference
Whereas, by letter dated May 1, 2024, the Executive Director of the Mount Vernon Youth Bureau has requested legislation authorizing three (3) Mount Vernon Youth Bureau staff members, including the Executive Director as the Authorized Official Representative (AOR), to attend the Annual Healthy Marriage Responsible Fatherhood (HMRF) Biennial Conference at The Omni Shoreham DC Hotel, NY, from July 15 -18, 2024; and
Whereas, the City of Mount Vernon recognizes the importance of professional development opportunities for its employees; and
Whereas, the Annual HMRF Biennial Conference offers valuable insights and strategies for advancing the goals of Healthy Marriage Responsible Fatherhood programs; and
Whereas, the Ready4LIFE Program fully funds the attendance of three (3) Mount Vernon Youth Bureau staff members, including the Executive Director, at the aforementioned conference; and
Whereas, it is in the best interest of the city to authorize said attendance without incurring any cost to the municipal budget; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Authorization. The City Council of Mount Vernon hereby authorizes the Mayor to grant permission for three (3) Mount Vernon Youth Bureau staff members, including the Executive Director as the Authorized Official Representative (AOR), to attend the Annual HMRF Biennial Conference at The Omni Shoreham DC Hotel, NY, from July 15 -18, 2024.
Section 2. Purpose of Attendance. The purpose of attending the conference is to engage in discussions and acquire knowledge relevant to the advancement of Healthy Marriage Responsible Fatherhood programs, under the theme “BEYOND: Advancing the HMRF Journey.”
Section 3 Funding. The expenses associated with the attendance of the aforementioned staff members shall be covered by the Ready4LIFE Program, as detailed below:
• Registration: Free
• Hotel Accommodation: $1,837 per person for three (3) nights
• Commuter Meals: $79.00 per person per day (covering breakfast, lunch, and dinner) for three (3) days (plus travel on day 4),
• Estimated Ground Transportation (Amtrak and Uber): $900
Funds related to this trip shall be accounted for under Revenue Code A2229.8, with appropriations in Budget Code A7335.423.
Section 4. Compliance. The Mount Vernon Youth Bureau staff members attending the conference shall comply with all policies and procedures established by the Ready4LIFE Program and the City of Mount Vernon.
Section 5. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
