AN ORDINANCE AUTHORIZING FUNDING FOR
ATTENDANCE AT THE FBI LEEDA COMMAND
LEADERSHIP INSTITUTE TRAINING
Whereas, in correspondence dated April 20, 2026, the Acting Commissioner / Chief of the Department of Public Safety formally requested authorization for the attendance of two (2) Members of Service at the FBI LEEDA Command Leadership Institute Training to be held at the Bergen County Law and Public Safety Institute, located at 281 Campgaw Road, Mahwah, New Jersey, from June 22, 2026, through June 26, 2026; and
Whereas, the Department of Public Safety has identified the need for advanced leadership training to enhance the effectiveness, accountability, and decision-making capabilities of its personnel; and
Whereas, the FBI Law Enforcement Executive Development Association (LEEDA) Command Leadership Institute provides comprehensive and nationally recognized leadership training designed to strengthen law enforcement leadership practices; and
Whereas, this training program will provide critical leadership development that supports improved operational effectiveness, accountability, and the implementation of best practices within the Department; and
Whereas, the importance of enhanced training for members of the Mount Vernon Police Department is consistent with findings and recommendations issued by the United States Department of Justice; and
Whereas, the total registration cost for the attendance of two (2) Members of Service is One Thousand Five Hundred Ninety Dollars ($1,590.00), representing Seven Hundred Ninety-Five Dollars ($795.00) per attendee, to be paid from budget line H3120.203.C666; and
Whereas, said cost shall be funded through Budget Line A3120.451 (Training) and will be fully covered by Seized Asset Forfeiture funds, resulting in no additional financial burden to the City’s general budget;
Whereas, the Department of Public Safety has further requested authorization for the use of a departmental vehicle for transportation to and from the training program, together with reimbursement for gas and toll expenses in an amount not to exceed Three Hundred Fifty Dollars ($350.00), to be paid from budget line A3120.451 (Training); and
Whereas, the Board of Estimate and Contract must approve said expenditure prior to submission to the City Council for final authorization.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MOUNT VERNON AS FOLLOWS:
Section 1. Authorization of Training Attendance. The City Council hereby authorizes the Department of Public Safety to send two (2) Members of Service to attend the FBI LEEDA Command Leadership Institute Training scheduled for June 22, 2026, through June 26, 2026, in Mahwah, New Jersey.
Section 2. Authorization of Training Expenditures. The City Council hereby authorizes payment of training registration fees in an amount not to exceed One Thousand Five Hundred Ninety Dollars ($1,590.00), payable from budget line H3120.203.C666, utilizing Seized Asset Forfeiture funds.
Section 3. Authorization of Transportation Expenses. The City Council further authorizes the use of a departmental vehicle for transportation related to the training program and authorizes reimbursement for gas and toll expenses in an amount not to exceed Three Hundred Fifty Dollars ($350.00), payable from budget line A3120.451 (Training).
Section 4. No Impact on General Fund. It is hereby determined that the cost associated with this training shall not impact the City’s general fund, as all expenses will be covered through designated forfeiture funds.
Section 5. Purpose and Benefit. The City Council finds that participation in this training will enhance leadership capacity within the Department of Public Safety, improve departmental performance, and support compliance with best practices and federal recommendations.
Section 6. Effective Date. This Ordinance shall take effect immediately upon its adoption by the City Council, subject to prior approval by the Board of Estimate and Contract.

Whereas, the Department of Public Safety has requested authorization to fund the attendance of two (2) Members of Service at the FBI LEEDA Command Leadership Institute Training, which will be held at the Bergen County Law and Public Safety Institute, located at 281 Campgaw Road, Mahwah, New Jersey, from June 22, 2026, through June 26, 2026; and
Whereas, the FBI LEEDA Command Leadership Institute provides critical leadership development that enhances decision-making, accountability, and organizational effectiveness within law enforcement agencies; and
Whereas, participation in this training will strengthen the Department’s ability to implement best practices, effectively address complex challenges, and foster public trust; and
Whereas, the need for enhanced training for members of the Mount Vernon Police Department is consistent with findings and recommendations issued by the United States Department of Justice; and
Whereas, the total cost for attendance is One Thousand Five Hundred Ninety Dollars ($1,590.00), representing Seven Hundred Ninety-Five Dollars ($795.00) per attendee; and
Whereas, said expenditure shall be charged to Budget Line H 3120.203.C666 and will be fully funded through Seized Asset Forfeiture funds, resulting in no impact to the City’s general fund;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ESTIMATE AND CONTRACT OF THE CITY OF MOUNT VERNON AS FOLLOWS:
Section 1. Authorization. The Board of Estimate and Contract hereby authorizes the Department of Public Safety to fund and permit the attendance of two (2) Members of Service at the FBI LEEDA Command Leadership Institute Training scheduled for June 22, 2026, through June 26, 2026, in Mahwah, New Jersey.
Section 2. Funding. The total amount of One Thousand Five Hundred Ninety Dollars ($1,590.00) is hereby approved and shall be charged to Budget Line H 3120.203.C666, with such funds to be derived exclusively from Seized Asset Forfeiture funds.
Section 3. No Fiscal Impact. The Board hereby determines that the approved expenditure shall have no impact on the City’s general fund, as all costs are covered through designated forfeiture funds.
Section 4. Effective Date. This Resolution shall take effect immediately upon approval by the Board of Estimate and Contract and subsequent adoption by the City Council.
