A RESOLUTION AUTHORIZING THE FUNDING

AND ATTENDANCE OF TWO (2) MEMBERS OF

SERVICE AT THE FBI LEEDA COMMAND

LEADERSHIP INSTITUTE TRAINING

Whereas, the Department of Public Safety has requested authorization to fund the attendance of two (2) Members of Service at the FBI LEEDA Command Leadership Institute Training, which will be held at the Bergen County Law and Public Safety Institute, located at 281 Campgaw Road, Mahwah, New Jersey, from June 22, 2026, through June 26, 2026; and

Whereas, the FBI LEEDA Command Leadership Institute provides critical leadership development that enhances decision-making, accountability, and organizational effectiveness within law enforcement agencies; and

Whereas, participation in this training will strengthen the Department’s ability to implement best practices, effectively address complex challenges, and foster public trust; and

Whereas, the need for enhanced training for members of the Mount Vernon Police Department is consistent with findings and recommendations issued by the United States Department of Justice; and

Whereas, the total cost for attendance is One Thousand Five Hundred Ninety Dollars ($1,590.00), representing Seven Hundred Ninety-Five Dollars ($795.00) per attendee; and

Whereas, said expenditure shall be charged to Budget Line H 3120.203.C666 and will be fully funded through Seized Asset Forfeiture funds, resulting in no impact to the City’s general fund;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ESTIMATE AND CONTRACT OF THE CITY OF MOUNT VERNON AS FOLLOWS:

Section 1.                     Authorization.  The Board of Estimate and Contract hereby authorizes the Department of Public Safety to fund and permit the attendance of two (2) Members of Service at the FBI LEEDA Command Leadership Institute Training scheduled for June 22, 2026, through June 26, 2026, in Mahwah, New Jersey.

Section 2.                     Funding.  The total amount of One Thousand Five Hundred Ninety Dollars ($1,590.00) is hereby approved and shall be charged to Budget Line H 3120.203.C666, with such funds to be derived exclusively from Seized Asset Forfeiture funds.

Section 3.                     No Fiscal Impact.  The Board hereby determines that the approved expenditure shall have no impact on the City’s general fund, as all costs are covered through designated forfeiture funds.

Section 4.                     Effective Date.  This Resolution shall take effect immediately upon approval by the Board of Estimate and Contract and subsequent adoption by the City Council.
