RESOLVED, that an ordinance adopted by the City Council on March 27, 2024, and signed by the Mayor on March 28, 2024, authorizing attendance of one (1) Member of Service (“MoS”) at the DCJS/FBI Advanced Crisis Negotiation Course (April 22-26, 2024 / $200.00 to be accounted for in Budget Line A3120.451, Training), be and the same is hereby approved.

AN ORDINANCE AUTHORIZING ATTENDANCE
OF ONE MEMBER OF SERVICE (“MOS”) AT THE
DCJS/FBI ADVANCED CRISIS NEGOTIATION COURSE
(April 22-26, 2024)
Whereas, by letter dated March 7, 2024, the Commissioner for the Department of Public Safety has requested legislation authorizing one (1) Member of Service (“MoS”) from the Department of Public Safety is hereby authorized to attend the DCJS/FBI Advanced Crisis Negotiation Course, scheduled from April 22 through April 26, 2024, at the State Preparedness Training Center in Oriskany, NY; and
Whereas, the City of Mount Vernon recognizes the importance of providing ongoing training and professional development opportunities to members of the Department of Public Safety; and
Whereas, the DCJS/FBI Advanced Crisis Negotiation Course will enhance the negotiation skills and crisis management capabilities of the attending MoS, contributing to the overall effectiveness and preparedness of the Department of Public Safety;
Whereas, there is no cost associated with the training itself, the attending MoS will require transportation to and from the training venue, for which reimbursement not to exceed $200.00 for meals, gas, tolls, and incidentals is requested. Permission is also requested for the use of a department vehicle for transportation to and from the training; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain, and enact:
Section 1. Authorization for Attendance. One (1) Member of Service (“MoS”) from the Department of Public Safety is hereby authorized to attend the DCJS/FBI Advanced Crisis Negotiation Course, scheduled from April 22 through April 26, 2024, at the State Preparedness Training Center in Oriskany, NY.
Section 2. Purpose of Attendance. The attendance of the designated MoS at the DCJS/FBI Advanced Crisis Negotiation Course is intended to enhance negotiation skills and crisis management capabilities, contributing to the overall effectiveness and preparedness of the Department of Public Safety.
Section 3. Reimbursement. The attending MoS is authorized for reimbursement not to exceed $200.00 for expenses related to transportation, meals, gas, tolls, and incidentals incurred during the training period. The reimbursement shall be allocated from Budget Line A3120.451 (Training).
Section 4. Transportation. Permission is granted for said Member of Service to utilize a department vehicle to and from the training course.
Section 5. Reporting. The attending MoS shall provide a report to the Department of Public Safety summarizing key insights and learnings from the DCJS/FBI Advanced Crisis Negotiation Course within 30 days of completion.
Section 6. Effective Date. This ordinance shall take effect upon its approval by the Board of Estimate & Contract.
