City Council:
AN ORDINANCE AUTHORIZING THREE (3)
MEMBERS OF SERVICE TO ATTEND THE
SWAT COMMAND DECISION-MAKING AND
LEADERSHIP I COURSE
Whereas, in correspondence dated August 26, 2025, the Commissioner of the Department of Public Safety formally requested authorization for three (3) Members of Service of the Department of Public Safety to attend the SWAT Command Decision-Making and Leadership I course from October 6 through October 10, 2025, at the Passaic County Police Academy, Wayne, New Jersey; and
Whereas:
- The Department of Public Safety has identified the need for specialized training to enhance the supervisory capabilities of its SWAT Team Commanders and Supervisors; and
- The SWAT Command Decision-Making and Leadership I course, scheduled for October 6 through October 10, 2025, at the Passaic County Police Academy, 214 Oldham Road, Wayne, NJ 07470, provides instruction on tactical issues, operational planning, supervisory responsibilities, organizational structure, and decision-making processes for the management of high-risk operations; and
- Participation in this training is particularly relevant in light of the recent increase in SWAT callouts and warrant service within the City of Mount Vernon; and
- The U.S. Department of Justice has recommended targeted training initiatives to improve departmental readiness and ensure compliance with evolving standards, and this course directly addresses those recommendations; and
- The total cost of attendance is $779.00 per participant, amounting to $2,337.00 for three (3) members of service, which will be paid from Budget Line A3120.451 (Training); and
The Department of Public Safety further requests authorization for the use of one department vehicle for travel purposes; Now, Therefore, Be It Resolved That
The City of Mount Vernon, in City Council convened, does hereby ordain and enact:
Section 1. Authorization to Attend Training. The City Council hereby authorizes three (3) Members of Service of the Department of Public Safety to attend the SWAT Command Decision-Making and Leadership I course from October 6 through October 10, 2025, at the Passaic County Police Academy, Wayne, New Jersey.
Section 2. Funding. The total cost of $2,337.00 for course tuition, covering three (3) participants, shall be paid from Budget Line A3120.451 (Training).
Section 3. Vehicle Use Authorization. The Department of Public Safety is authorized to assign one department vehicle for travel to and from the training site.
Section 4. Effective Date. This Ordinance shall take effect immediately upon adoption by the City Council and subsequent approval by the Board of Estimate & Contract.
