A RESOLUTION AUTHORIZING ONE (1) BOARD
OF WATER SUPPLY EMPLOYEE TO ATTEND
CROSS-CONNECTION SURVEYOR TRAINING
ADMINISTERED BY THE NEW ENGLAND
WATER WORKS ASSOCIATION
Whereas, the Board of Water Supply has requested authorization for one (1) employee to attend a three-day Cross-Connection Surveyor Training program administered by the New England Water Works Association (“NEWWA”) in Holliston, Massachusetts, from October 5 through October 8, 2026; and
Whereas, the training is designed to provide the employee with the professional knowledge and technical skills necessary to pursue certification as a NEWWA Certified Cross-Connection Control Surveyor; and
Whereas, the training will address, among other matters, the identification of potential cross-connections; assessment of degrees of hazard; development of cross-connection control action plans; conducting cross-connection surveys; review of drawings and plans; the respective roles and responsibilities of public water systems, plumbing inspectors, State agencies, and local governments; application of the six methods of cross-connection protection; basic hydraulics relating to backflow and backflow prevention devices; and completion of standard survey forms; and
Whereas, in conjunction with the training, the participating employee will attend an in-person meeting with representatives of the Boston Water and Sewer Commission (“BWSC”), including John F. Sullivan, Superintendent of Enforcement and Compliance, and members of its Cross-Connection Control/Backflow team; and
Whereas, the meeting with BWSC will provide an opportunity for the employee to gain knowledge concerning BWSC’s inspection, enforcement, field-testing, and administrative processes relating to cross-connection control and backflow prevention; and
Whereas, BWSC has provided valuable assistance and guidance to the Board of Water Supply in the development of its cross-connection control inspection and survey procedures and the overall development of its cross-connection control program; and
Whereas, the registration fee for the training is One Thousand Eighty Dollars ($1,080.00), and the total cost of registration, hotel accommodation, transportation, meals, and related incidental expenses shall not exceed Two Thousand Five Hundred Dollars ($2,500.00); and
Whereas, the costs associated with the training and related travel expenses shall be charged to Budget Code 001-5815-81001, Staff Development & Training; and
Whereas, the City Council finds that participation in this training will support the Board of Water Supply’s efforts to strengthen its cross-connection control and backflow prevention program and enhance the City’s ability to protect the public water supply; now, therefore, be it
Section 1. Authorization. The City Council of the City of Mount Vernon hereby authorizes one (1) employee of the Board of Water Supply to attend the Cross-Connection Surveyor Training administered by the New England Water Works Association (“NEWWA”) in Holliston, Massachusetts, from October 5 through October 8, 2026.
Section 2. Training and Professional Development. The authorized employee shall participate in the training for the purpose of developing the knowledge and skills necessary to perform cross-connection control surveys and to pursue NEWWA Certified Cross-Connection Control Surveyor certification, consistent with the operational needs of the Board of Water Supply.
Section 3. Related Meeting with Boston Water and Sewer Commission. The authorized employee is further permitted to participate in the scheduled in-person meeting with representatives of the Boston Water and Sewer Commission, including its Superintendent of Enforcement and Compliance and members of its Cross-Connection Control/Backflow team, for the purpose of obtaining information concerning inspection, enforcement, field-testing, administrative procedures, and cross-connection control program development.
Section 4. Expenditures. The City hereby authorizes expenditures for the registration fee, lodging, transportation, meals, and other reasonable and necessary travel-related expenses associated with the training, provided that the aggregate expenses shall not exceed Two Thousand Five Hundred Dollars ($2,500.00).
Section 5. Funding. All expenses authorized pursuant to this Resolution shall be charged to Budget Code 001-5815-81001, Staff Development & Training, subject to the availability of appropriated funds and all applicable City fiscal policies and procedures.
Section 6. Compliance with City Policies. All travel, lodging, reimbursement, and other expenditures authorized herein shall be made in accordance with applicable City of Mount Vernon policies, procedures, purchasing requirements, and applicable law.
Section 7. Authority to Execute Documents. The Mayor, Commissioner of the Board of Water Supply, Superintendent of the Board of Water Supply, and other appropriate City officials are hereby authorized to execute any documents and take such actions as may be necessary to effectuate the purposes of this Resolution.
Section 8. Effective Date. This Resolution shall take effect immediately upon approval by the Board of Estimate and Contract and subsequent adoption by the City Council.
