Board of Estimate and Contract:
RESOLVED, that an Ordinance adopted by the City Council on June 10, 2026, and signed by the Mayor on June 11, 2026, authorizing the Sale and Conveyance of City-Owned Property Located at 3 Cortlandt Street, Mount Vernon, New York, also Known as Lot 3004-22 - (Mr. Moris Yeroshalmy, also known as ABCNY, was the highest responsible bidder at said public auction, offering the sum of Four Hundred Fifty Thousand Dollars ($450,000.00) for the purchase of the Property) and timely submitted the required deposit equal to twenty-five percent (25%) of the purchase price to the Office of the Comptroller on May 19, 2026); be, and the same is hereby approved.

SALE AND CONVEYANCE OF CITY-OWNED
PROPERTY LOCATED AT 3 CORTLANDT
STREET, MOUNT VERNON, NEW YORK,
ALSO KNOWN AS LOT 3004-22
Whereas, in correspondence dated May 26, 2026, the Secretary of the Real Estate Committee formally requested authorization for the Mayor of the City of Mount Vernon to execute all documents necessary convey the City-owned property located at 3 Cortlandt Street, Mount Vernon, New York, also known as Lot 3004-22 (hereinafter the "Property"), to Moris Yeroshalmy (aka ABCNY) for the total purchase price of Four Hundred Fifty Thousand Dollars ($450,000.00); and
Whereas, the City of Mount Vernon is the owner of certain real property located at 3 Cortlandt Street, Mount Vernon, New York, also identified on the Tax Map of the City of Mount Vernon as Lot 3004-22; and
Whereas, the Property was acquired by the City through foreclosure proceedings resulting from the non-payment of real property taxes; and
Whereas, the appraisal and review for municipal use of the Property were completed by the Real Estate Committee on January 30, 2026; and
Whereas, following such review, the Property was determined to be appropriate for disposition through public sale; and
